Customs Compliance Officer

About the role:

We are finding a Custom Compliance Officer that will deal directly with the Royal Malaysian Customs Department (RMCD) within a Licensed Manufacturing Warehouse (LMW). The core job scope focuses on legality, documentation accuracy, and tariff optimization to ensure the company maintains its duty-free manufacturing status without interruption.

Core Job Responsibilities:

1. Customs Declaration & Documentation Management:

**-**Execute Customs Declarations: Prepare, review, and submit official RMCD declarations including K1 (Duty-free Imports), K2 (Exports), K8 (Inter-bonded transfers), and K9 (Local Sales).

-HS Code Classification: Research, assign, and verify the correct Harmonized System (HS) codes for all incoming raw materials, plant machinery, spare parts, and outgoing finished products.

-Document Verification: Double-check all commercial invoices, packing lists, bills of lading, and certificates of origin against physical shipments before customs filing.

2. LMW Statutory Reporting & Compliance

**-**Compile Monthly Statements: Generate, audit, and submit the mandatory Form M1 (Raw Materials inventory) and Form M2 (Finished Goods tracking) to RMCD by the 28th of every month.

-Prepare Annual Statement: Consolidate and reconcile the Form M4 annual report against the company's audited financial books before January 31st.

-Manage Input-Output (I/O) Ratios: Formulate, update, and register manufacturing Input-Output ratios with customs to justify raw material consumption volumes.

3. Warehouse & Waste Control

-Inventory Reconciliation: Conduct routine physical stock counts of raw materials and finished goods to ensure 100% alignment with customs ledger balances.

-Scrap & Waste Disposal Management: Document all production scrap, defects, and processing waste. Coordinate the physical destruction or sale of waste under direct customs supervision and handle the necessary tax clearances.

-Machinery & Equipment Control: Manage the tax-exempt status of manufacturing equipment. Apply for necessary customs permits before disposing of, selling, or transferring any machinery.

4. Government Liaison & Audit Preparedness

**-**Act as Principal Contact: Serve as the primary focal point between the company and RMCD officers during site visits, cargo inspections, and routine validation checks.

-Audit Hosting: Maintain flawless digital and physical archives of all customs forms and tax receipts for 7 years to host unexpected RMCD compliance audits.

-Permit & License Renewal: Monitor expiration dates and execute renewals for the LMW license, manufacturing permits, and special exemptions.

Required Qualifications & Key Skills:

1. Education: Diploma or Bachelor’s Degree in Logistics, Supply Chain Management, Business Administration, or a related field.

2. Certification: Possession of an RMCD-approved Customs Agent/Broker Certification or attendance certificates for official LMW compliance courses is highly preferred.

3. Technical Skills: Proficient in national customs e-declaration portals (such as DagangNet / e-Kastam) and enterprise inventory systems (SAP, Oracle, or specialized WMS).

4. Regulatory Knowledge: Thorough understanding of the Malaysian Customs Act 1967, Sales Tax Act 2018, and MIDA guidelines.
