Customs Form Declarant

A. Customs Declaration & Documentation

• Prepare and submit customs declarations, including K1, K2, K3, K8, K,9 and other applicable customs forms.

• Verify commercial invoices, packing lists, Bills of Lading/Air Waybills, permits, certificates, and supporting documents before submission.

• Ensure accuracy of:

  • HCodes/tariffff classification
  • Customs value
  • Quantity and weight
  • Country of origin
  • Incoterms
  • Duties, taxes and exemptions
  • Consignee/shipper details
  • Port and shipment information

• Ensure declarations are submitted within the required cut-off time.

• Monitor declaration status until customs approval/release.

B. Customs Clearance

• Coordinate with RMCD/customs officers on declaration issues, inspections, queries, and approvals.
• Follow up on customs examinations, physical inspections and document verification.
• Coordinate with operations, transport, warehouse, customers and other relevant parties to ensure cargo is released promptly.
• Arrange and monitor customs clearance requirements for urgent or time-sensitive shipments.
• Ensure customs release documentation is properly recorded and filed.

C. Permit & Regulatory Compliance

• Check whether shipments require permits, licences,s or approvals from relevant government agencies.
• Coordinate applications and supporting documents for required permits.
• Ensure permit information is correctly reflected in customs declarations.
• Monitor permit validity and prevent submission using expired or incorrect permits.
• Keep updated on changes to customs procedures, tariffs, exemptions, ns and regulatory requirements.

D. Customs Duty & Tax

• Calculate or verify applicable customs duties, SST, excise duty, and other government charges.
• Verify customs valuation and tax calculations before submission.
• Coordinate with Finance/Accounts for customs duty and tax payments where applicable.
• Identify discrepancies in duty/tax calculations and resolve them before cargo release.
• Maintain proper records of customs payments and supporting documents.

E. Customer & Internal Coordination

• Communicate with customers regarding customs documentation and clearance requirements.

• Advise customers on missing documents, permit requirements, customs issues, and potential delays.

• Coordinate closely with:

  • Account Management
  • Operations
  • Transport
  • Warehouse/DC
  • Finance
  • Overseas agents
  • Customs authorities

• Provide timely updates on shipment and customs clearance status.

F. Customs Compliance & Risk Management

• Ensure all declarations comply with applicable Malaysian customs laws and regulations.
• Identify potential customs compliance risks before submission.
• Escalate suspected misdeclaration, incorrect HS classification, undervaluation,n or documentation discrepancies to the Customs Manager.
• Support customs audits, inspections and post-clearance verification.
• Assist in responding to customs queries, notices, audits and investigations.
• Ensure proper retention of customs documentation according to company and regulatory requirements.

G. System & Record Management

• Enter and maintain accurate customs information in the company's customs/FMS system.
• Maintain electronic and physical customs records.
• Ensure all declaration documents are properly indexed and retrievable.
• Update customs clearance status in the system on a timely basis.
• Monitor system-generated errors or rejected declarations and take corrective action.
