Data & Analytics Strategy Lead
KEY RESPONSIBILITIES
Data & Analytics Strategy Lead who works directly under the Division Administrator / Deputy Controller of the Administration Division. This position is a working strategist and builder who is responsible for establishing the Office's data analytics center of excellence — designing, standing up, and maintaining the platform, tools, and analytic products that turn Office data into decision-ready information. Employee works alongside IT and division staff to build out the underlying analytics infrastructure and functionality, then leads outreach to divisions, bureaus, and external stakeholders (agencies, DFM, the Legislature, and peer organizations) to drive adoption and utilization of these services. This role blends technical vision with relationship-building and requires the ability to translate analytic capability into practical value for non-technical audiences. This role is dependent on real-time teamwork, in-person mentoring and in-person collaboration to problem-solve and provide customer service in real time. Some travel and periodic work outside of standard hours may be required to support agency training, stakeholder presentations, and critical reporting deadlines.
Essential Job Functions:
Division / Office Level
Participate in defining the vision for data analytics across the Office, and develop short-term and mid-range plans to achieve platform and adoption milestones.
Identify opportunities for increased efficiency and improved decision-making across divisions through data and analytics.
Facilitate a positive, forward-looking approach to data use that supports the Office's broader modernization efforts, including alignment with the Luma ERP environment.
Represent the Office's data analytics capabilities to other state agencies, DFM, the Legislature, and peer organizations such as NASC and NASACT.
Platform & Center of Excellence Build
Design and stand up the Office's data analytics center of excellence, including platform architecture, tools, governance, and standards, in partnership with IT.
Define and prioritize the roadmap of analytic products, dashboards, and reporting capabilities based on organizational needs.
Partner with IT staff to scope, build, and maintain the underlying technical infrastructure; provide functional and analytic requirements while IT provides engineering and systems support.
Establish data governance practices, including data quality standards, documentation, and access controls, in coordination with IT and division data owners.
Evaluate emerging analytics tools and methods and recommend adoption where they add clear value.
Develop training materials and internal documentation so analytic products can be understood, trusted, and maintained over time.
Outreach & Adoption
Build and maintain relationships with division leaders, bureau chiefs, and external stakeholders to understand their data and reporting needs.
Proactively promote awareness and utilization of analytics services across the Office and with partner organizations.
Translate technical capabilities into clear, practical value propositions for non-technical audiences.
Gather stakeholder feedback and use it to shape the ongoing analytics roadmap and prioritization.
Deliver presentations, demonstrations, and training sessions to drive adoption of analytics tools and products.
Track and report on utilization, impact, and outcomes of analytics services to Office leadership.
In-person (and in-office) collaboration with team members to problem solve and provide customer service in real time is essential to this position.
General
Clearly define expectations for any staff or contractors supporting the effort; guide, coach, and develop team members toward those expectations.
Contribute to the positive performance of the Division and the Office.
Demonstrate timely and consistent attendance.
This is an in-office position.
Any additional duties as assigned by the State Controller or his/her designee.
May be expected to travel.
Minimum Qualifications:
Demonstrated experience building or leading a data analytics function, business intelligence program, or center of excellence, including platform selection, governance, and roadmap development.
Strong understanding of data analytics and business intelligence tools and practices (e.g., dashboarding, reporting platforms, data visualization, data modeling).
Ability to work effectively with IT staff to translate business and analytic requirements into technical solutions, without requiring hands-on systems engineering.
Excellent relationship-building, consultative, and presentation skills, with a demonstrated ability to drive adoption of new tools or services across diverse stakeholder groups.
Strong oral and written communication skills, with the ability to translate technical concepts for non-technical audiences.
High level of initiative and self-direction; proven ability to define and execute a vision with limited precedent to follow.
Develop and maintain a working knowledge of Office financial and reporting systems (e.g., Luma, Cognos, Wdesk) and how analytics can support their use.
Bachelor's degree in data analytics, business intelligence, information systems, public administration, finance, or a related field; or an equivalent combination of education and specialized analytics or program-leadership experience as determined by the employer.
