Data Architect – SQL Server, Power BI & Azure

Mandatory Background Security And CJIS/CLETS Requirements Candidates must be able to successfully complete required background security screening, including applicable state and federal fingerprint-based criminal history checks, and satisfy all applicable CJIS/CLETS requirements before accessing ARJIS SANDAG systems or data. Seeking a Data Architect to define and guide the data and reporting architecture for a phased migration from IBM Cognos to Power BI Report Server and subsequently to the CSSA Government Cloud. The role requires strong SQL Server, reporting data model, Power BI, and Azure migration expertise.

The Data Architect will collaborate with ARJIS technical teams to preserve existing reporting logic, optimize data access, document reporting structures, and provide technical guidance for the client-executed cloud migration.

Responsibilities

• Assess existing SQL Server tables, views, Cognos Framework Manager models, report dependencies, and data relationships.
• Design and optimize reporting SQL views and Power BI semantic models to support accurate, accessible reporting.
• Preserve and reuse existing SQL views where appropriate, including those supporting NIBRS/CIBRS reporting.
• Develop data architecture documentation, enterprise data dictionaries, entity relationship diagrams, and semantic model documentation.
• Define the technical approach for on-premises Power BI Report Server implementation and subsequent cloud transition.
• Prepare SQL migration strategies, migration runbooks, and recommendations for rebuilding or adapting reporting models in the cloud.
• Guide ARJIS teams on cloud configuration, data integrity, performance validation, and deployment.
• Design agency workspace organization under a centralized tenant and support usage tracking, resource governance, and chargeback planning.
• Identify opportunities to reduce duplicate reports, datasets, models, and processes across environments.
