Digital Lead

Building Technology Research Institute (BTRi) is a limited company wholly owned by the Financial Secretary Incorporated.

The BTRi will conduct research and development (R&D) activities in areas covering innovative construction materials, construction methods and technologies, as well as devise standards, conduct testing and provide accreditation. Hong Kong has unique advantages with a wealth of knowledge and experience in applying international construction standards. Through collaboration with government authorities in the Greater Bay Area (GBA), the BTRi will foster interconnectivity and integrated development of the GBA, and help build the brand of "GBA Standards" by developing standards for different domains of construction, such as materials, design and construction methods, with a view to developing the GBA into one of the regions with the most advanced construction technologies in the country and transforming the construction industry into a new quality productive force.

Position Summary

The Digital Lead is responsible for the organisation's overall IT infrastructure, cloud services, cybersecurity, end-user computing environment, enterprise applications, and technology projects. The role ensures the availability, security, and performance of IT services while providing hands-on technical leadership across Microsoft 365, Microsoft Entra ID, Microsoft Intune, Alibaba Cloud, network infrastructure, Sangfor EDR, business systems, office AV, budgeting, procurement, and AI project implementation.

Responsibilities

• Manage IT infrastructure, networks, cloud services, backup, disaster recovery and business continuity.

• Administer Microsoft 365, Entra ID, Intune and Alibaba Cloud.

• Manage cybersecurity, including EDR, firewalls, access control, vulnerability assessment, incident response and compliance.

• Lead AI, digital transformation and enterprise application projects from evaluation to deployment.

• Manage end-user support, office AV and business-critical applications.

• Oversee IT budgets, procurement, licences, contracts and vendor performance.

• Ensure secure, reliable and efficient IT operations, documentation and governance.

• Coordinate security awareness training and incident response exercises.

Requirements

• Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related discipline.

• Minimum 8 years of experience in IT infrastructure, systems administration, operations, and technical support, including at least 3 years in a leadership, supervisory, or managerial role.

• Hands-on experience administering Microsoft 365, Microsoft Entra ID, Microsoft Intune, Alibaba Cloud, network infrastructure, and cybersecurity solutions.

• Experience with penetration testing coordination, enterprise application support, IT budgeting, procurement, vendor management, and technology project delivery.

• Experience supporting eDM, project management systems, office AV, and AI implementation projects.

• Proficiency in written and spoken English and Chinese
