What they need
JOB SUMMARY:
The Director of Construction Operations is a key leader at Phoenix Interiors and an important part of how we bring our people, projects, and business together. This role has a hand in nearly every part of the company—from supporting our field teams and developing our people to keeping projects on track, protecting our culture, and making sure the business is operating safely, efficiently, and profitably.
As a member of the leadership team, the Director of Construction Operations helps turn our vision and goals into action. This person works closely with ownership, project management, estimating, supervisors, and our employees in the field to identify what needs attention, solve problems, and keep the company moving forward. The role requires someone who understands construction, enjoys working with people, takes ownership, and is willing to step in wherever leadership is needed.
This is not simply a position that manages processes—it is a leadership seat for someone who wants to help build the future of Phoenix Interiors. The Director of Construction Operations will have a meaningful voice in company decisions, help develop the next generation of leaders, and play a critical role in creating the structure, accountability, and support that allow our people and projects to succeed.
KEY RESPONSIBILITIES:
Field Operations & Project Leadership:
· Field Operations & Resource Planning: Lead field operations by coordinating with Project Supervisors, Estimators, and Project Managers to assign work, allocate manpower, and align production with company priorities. Facilitate regular Estimator/PM/Supervisor meetings to review backlog, schedules, materials, extras, production, and upcoming projects, using this information to guide manpower planning and future bidding strategies. Maintain a working knowledge of common commercial construction practices, procedures, sequencing, and field operations to effectively support project teams and make informed operational decisions.
· Project Performance & Productivity: Monitor project schedules, labor productivity, and financial performance, including identifying projects where margins have declined, determining contributing factors, and developing corrective actions. Support labor planning and productivity initiatives, resolve field issues, and provide ongoing communication regarding project performance through completion. Attend major project progress meetings as needed and provide operational support or backup when required.
· Field Team Development: Mentor and develop Project Supervisors by establishing clear expectations, providing hands-on guidance, and identifying opportunities for increased responsibility and advancement. Build a strong, accountable, and promotable field team aligned with company standards, culture, and long-term goals.
· Subcontractor & Labor Management: Oversee subcontractor coordination, including selection, negotiation, compliance documentation, insurance, purchase orders, and prevailing wage requirements. Serve as a key labor resource and point of contact for multi-trade projects, working collaboratively with project teams and subcontractors to address staffing, scheduling, and field coordination needs.
· Project & Financial Administration: Estimate, project manage, and invoice self-assigned projects while providing project oversight and support to others as needed. Review project billing, pricing, WIP, and financial information to identify discrepancies and ensure accurate reporting. Maintain active job and project records, coordinate monthly and bi-monthly WIP reporting with internal stakeholders and accounting, and ensure closed projects are properly finalized, documented, and archived.
· Inventory & Financial Controls: Maintain current inventory pricing, oversee annual physical inventory counts, and coordinate year-end inventory valuation and WIP entries in QuickBooks. Work with internal teams to resolve invoicing and pricing discrepancies and support accurate financial reporting and reconciliation.
· Human Resources & Employee Support: Oversee day-to-day human resources functions, including recruitment and hiring, compensation and benefits coordination, performance management, employee relations, and maintenance of employee records. Ensure compliance with applicable employment and payroll requirements, including FOC deductions, unemployment claims, and COBRA administration. Partner with payroll providers to maintain accurate employee information, timesheets, PTO, and payroll processing while fostering a positive and professional work environment.
· Prevailing Wage Administration: Manage prevailing wage requirements by maintaining current wage rates, coordinating Certified Payroll documentation, and ensuring payroll and subcontractors meet applicable wage and reporting requirements. Verify compliance prior to payment, maintain required records for a minimum of three years, and support timely responses to audits and compliance requests.
Safety, Compliance & Risk Management
· Safety & Injury Management: Oversee workplace injury reporting and documentation, coordinate with medical providers and insurance carriers, and manage workers’ compensation claims, including tracking employee status and return-to-work progress. Maintain accurate records and ensure OSHA injury logs are updated and complete.
· Regulatory Compliance: Ensure compliance with OSHA, DOT, and other applicable safety regulations, including maintaining required employee counts and work-hour records, preparing and filing annual OSHA 300/300A reports, completing required DOT filings, and responding to or disputing OSHA citations when appropriate.
· Safety Programs & Field Oversight: Ensure employee safety training remains current and required documentation, including SDS and job-specific safety plans, is maintained. Conduct regular jobsite safety visits, identify potential hazards, and monitor employee compliance while working with field leadership to address safety concerns and promote a strong safety culture.
QUALIFICATIONS
· Proven experience in operations or senior leadership, preferably within commercial construction, contracting, or a related industry.
· Strong working knowledge of commercial construction practices, procedures, project sequencing, field operations, labor planning, and subcontractor coordination.
· Demonstrated ability to lead, develop, and hold people accountable while building strong teams and future leaders.
· Strong understanding of HR, OSHA, DOT, workers’ compensation, prevailing wage, Certified Payroll, and other applicable labor and regulatory compliance requirements.
· Demonstrated understanding of project financials, including job costing, labor productivity, margins, WIP, billing, and project performance, with the ability to identify issues and drive corrective action.
· Strong business judgment, problem-solving, and decision-making skills, with the ability to identify issues, take ownership, and follow through to resolution.
