Director Project Management

Responsibilities

• Department Management - Lead departmental organization and operations; establish policies, role definitions, and operating standards. Coordinate resources across projects and drive cross-functional collaboration (Engineering, Procurement, Construction, QA/QC, HSE) for seamless execution.
• International PM System Development & Implementation - Build and continuously enhance the international project execution framework, covering planning, monitoring, change management, risk control, and close-out. Establish a multi-jurisdictional, multi-currency project governance model with cross-border collaboration protocols (bilingual contract templates, terminology databases, cross-timezone meeting mechanisms, client relationship management) to enable smooth coordination with global owners, designers, and subcontractors.
• Major Project Oversight - Participate in bidding strategy and contract review; approve PEPs and oversee all execution phases. Implement full-lifecycle risk management, enforce QHSE compliance and safety oversight, and lead major variation, claim, and dispute resolution.

Qualifications

• Bachelor's degree or above in Engineering/Offshore/Project Management.
• 15+ years in offshore/shipbuilding/oil & gas EPC, including 10+ years in team leadership.
• Led 3+ large-scale offshore projects (FPSO, offshore wind, mega modules) OR 1 complete EPC turnkey project.
• 10+ years of international project execution; deep familiarity with international client standards and cross-cultural dynamics.
• Fluent English as a working language.
