E-Learning Package Developer / Instructional Designer

Contract: Werkvertrag / Fixed-Outcome Contract

About the Role

We are looking for an experienced E-Learning Package Developer / Instructional Designer to deliver a complete digital learning package from initial discovery to final LMS-ready delivery.

The role covers the full development lifecycle: requirements analysis, instructional design, course development, media production, quality assurance, localization, and final handover.

The successful candidate will be responsible for delivering approximately 8–10 self-paced modules in English and one additional language, packaged as SCORM 1.2/2004 and xAPI and ready for direct import into the client's LMS.

Key Responsibilities

• Analyze learning objectives, requirements, target audience, and source materials.
• Develop the instructional structure and learning flow for 8–10 modules.
• Create storyboards, scripts, activities, assessments, and interactive learning elements.
• Develop and assemble complete e-learning modules.
• Produce and integrate multimedia content, including graphics, animations, audio, video, and interactive elements.
• Ensure courses follow established instructional design and usability principles.
• Coordinate localization of the learning package into a second language.
• Perform functional, visual, content, and technical QA.
• Test SCORM/xAPI packages before delivery.
• Fix identified issues and prepare final LMS-ready packages.
• Prepare documentation and hand over the completed package to the client.

Requirements

• 3+ years of experience in e-learning development, instructional design, or digital learning production.
• Proven experience creating complete self-paced online courses.
• Strong understanding of Instructional Design principles.
• Experience with authoring tools such as Articulate Storyline/Rise, Adobe Captivate, or similar.
• Experience working with SCORM 1.2/2004 and/or xAPI.
• Understanding of LMS requirements and e-learning package deployment.
• Experience creating interactive learning content and assessments.
• Ability to work with multimedia content and coordinate different production stages.
• Strong attention to detail and quality.
• English — Upper-Intermediate/Advanced.
• Ability to work independently and manage a large project within a fixed deadline.
• Experience with localization/multilingual learning content is a strong plus.

Nice to Have

• Experience with LMS administration and integration.
• Knowledge of HTML/CSS/JavaScript for e-learning customization.
• Experience with accessibility standards such as WCAG.
• Experience working with AI tools for content development and course production.
• Previous experience delivering large corporate e-learning projects.
• Experience working under fixed-scope/fixed-outcome contracts.
