About the Role

CJR Renewables, an international developer of wind and photovoltaic energy projects, is seeking an Electrical Tendering Engineer to join our team in Bucharest. This role is responsible for the technical and economic evaluation of project proposals, ensuring competitive budgeting while meeting client requirements and project specifications.

The successful candidate will play a key role in the tendering process, from analysis of contractual and technical documentation through to final budget validation and client negotiation.

Mission

Ensure the budgeting of project proposals within the relevant business unit, analyzing all technical and non-technical documentation to secure the most competitive construction costs while satisfying client requirements.

Key Responsibilities

• Analyze client documentation — contract specifications, technical specifications, and geotechnical studies — to map budget requirements and prepare the estimated/provisional budget.
• Coordinate clarification requests with clients regarding technical requirements and propose optimal technical solutions.
• Conduct market surveys and liaise with the Procurement & Purchasing (P&P) department to identify qualified suppliers and competitive pricing.
• Prepare detailed budget reports (INCOMEMAP), consolidating pricing across the four major cost categories: site compound, workforce/subcontractors, materials, and machinery.
• Perform comparative cost analysis to identify pricing discrepancies and select the most advantageous quotes.
• Compile technical documentation — descriptive reports, studies, layouts, flowcharts, and drawings — sourced internally and externally, for inclusion in the project file.
• Present the consolidated budget to the Coordinator/Head of Department and project team for validation of margins, pricing, and resourcing prior to final submission to the client.
• Participate in client meetings for contract negotiation and offer finalization.

Core Duties

• Technical and contractual document analysis in support of the tendering process.
• Preparation of quotations, cost estimates, budgets, and project work programme.
• Identification and qualification of new contractors and suppliers.
• Development of long-term relationships with strategic business partners.
• Commercial negotiation with subcontractors and suppliers.
• Direct engagement with clients in negotiation meetings.
• Maintenance of an up-to-date supplier and subcontractor database.
• Management of the bidding process for construction materials and subcontracted services, including RFP preparation and offer evaluation.
• Site visits for technical assessment of prospective project locations.
• Maintenance of tender records and documentation archives.
• Close collaboration with CJR Group entities in Poland, Portugal, and other affiliated organization.
• Contribution to continuous process improvement within the tendering function.

Candidate Profile

• Degree in Electrical, Electronic, or Mechanical Engineering.
• Minimum of 2 years in a similar tendering, estimating, or budgeting role, ideally within construction, energy, or infrastructure sectors.
• Strong analytical and numerical skills, with the ability to interpret complex technical documentation.
• Solid negotiation skills and commercial acumen.
• Proficiency in preparing structured budget reports and technical documentation.
• Ability to work cross-functionally with internal teams and external stakeholders across multiple countries.
