Project Support Services (PSS) is seeking an experienced Electrical Engineer to support the BuildLACCD Sustainability Strike Team. This position provides specialized engineering expertise for sustainability, energy, and capital improvement projects across the Los Angeles Community College District.
The ideal candidate is a California-licensed Electrical Professional Engineer with a strong background in electrical infrastructure, technical assessments, design review, and construction support.
Position Overview
Working under the Sustainability Strike Team Lead, the Engineer IV serves as an electrical engineering subject matter expert supporting multiple Project Managers and districtwide initiatives. This is a technical advisory and engineering support role rather than a Project Manager position.
Projects may include solar photovoltaic systems, battery energy storage, microgrids, electric vehicle charging infrastructure, building electrification, central plant decarbonization, LED lighting upgrades, energy efficiency improvements, and building management systems.
The position supports capital construction, modernization, and sustainability projects from planning and scoping through design, procurement, construction, commissioning, and closeout.
Key Responsibilities
- Serve as an electrical engineering subject matter expert, providing technical guidance, evaluations, and recommendations to Project Managers and the Sustainability Strike Team.
- Assess existing electrical infrastructure and associated building systems to identify capacity limitations, deficiencies, system performance issues, and opportunities for improvement.
- Perform and review electrical load studies, service capacity evaluations, feasibility studies, and infrastructure assessments.
- Prepare existing conditions reports documenting findings, recommended upgrades, technical alternatives, and project priorities.
- Evaluate the feasibility of proposed improvements and their compatibility with existing electrical and building systems.
- Coordinate with District representatives, campus personnel, College Project Teams, the Program Management Office, consultants, contractors, and utility providers.
- Develop and review technical scopes of work, specifications, deliverables, and implementation requirements.
- Support project planning and White Paper development by validating engineering assumptions, technical requirements, alternatives, and feasibility findings.
- Provide engineering input for procurement documents, performance requirements, and evaluation criteria.
- Participate in technical evaluation panels reviewing qualifications, proposals, and approaches submitted by design professionals, contractors, and technical service providers.
- Review engineering studies, design documents, specifications, submittals, RFIs, requests for clarification, and change order proposals.
- Provide technical support for renewable energy systems, energy storage, EV charging, electrification, lighting, smart controls, and related electrical infrastructure.
- Coordinate with multidisciplinary teams to resolve technical issues, identify engineering risks, and support constructability and systems integration.
- Participate in field visits, design and construction meetings, commissioning, and closeout activities.
- Apply California energy and electrical codes, Title 24, applicable ASHRAE guidance, District standards, and sustainability principles.
Minimum Qualifications
- Bachelor’s degree in Electrical Engineering.
- Current California Professional Engineer (PE) license in Electrical Engineering.
- At least seven years of professional electrical engineering experience in design, construction, or facilities infrastructure projects.
- Strong knowledge of California energy codes, Title 24, the National Electrical Code (NEC), California Green Building Standards Code (CALGreen), and applicable electrical engineering standards.
Preferred Qualifications
- At least two years of experience supporting educational facility design and/or construction, preferably within California community colleges or other public educational institutions.
- Experience supporting large public works capital improvement programs.
- Experience with electrical infrastructure assessments, load studies, utility coordination, and electrical service capacity evaluations.
- Experience with photovoltaic systems, battery energy storage systems, microgrids, and EV charging infrastructure.
- Experience with building electrification, central plant electrical infrastructure, and integration with Building Management Systems and building automation controls.
- Experience reviewing electrical engineering designs, technical specifications, and construction documents.
- Familiarity with Division of the State Architect (DSA) design, approval, and construction processes.
- Experience using Bluebeam Revu and Building Information Modeling (BIM) tools and processes.
- Experience with and/or certification related to Leadership in Energy and Environmental Design (LEED) or Collaborative for High Performance Schools (CHPS) projects.
