What they need
Job Title: Engineering Project Manager
Location: Portland, Oregon
Contract position for 2 years; possible conversion to FTE
Pay: $ 55- 62.00 hourly, negotiable
This is a rare opportunity to support the build-out of a manufacturing facility from the ground up. The scope is truly end-to-end — from production planning and engineering to HR infrastructure and facilities like the cafeteria. The contractor in this role will need to hold the full picture in mind at all times, making it an unusually complex and high-visibility engagement for someone who thrives in that kind of environment
This role supports the Project Management Office (PMO) for a large-scale manufacturing facility project covering planning, engineering, procurement, construction, equipment installation, commissioning, and operational readiness.
Reporting to the PMO Manager and working as part of a small PMO team, this position provides hands-on project controls, coordination, and reporting support across the project. The role helps maintain transparency and discipline around schedule, budget, risks, actions, decisions, and overall project performance, while working closely with project leadership, cross-functional teams, contractors, consultants, and suppliers.
- Support the PMO Manager in coordinating project controls, governance, reporting, and overall project execution.
- Develop and maintain integrated project schedules, key milestones, dependencies, critical-path activities, and recovery plans.
- Support project budgeting, CAPEX/OPEX forecasting, cost tracking, commitments, accruals, and variance analysis.
- Consolidate schedule, cost, risk, and progress information into clear project dashboards and executive-level reporting.
- Maintain and drive follow-up of project action items, decisions, risks, issues, and change requests.
- Coordinate project meetings and governance reviews, including agendas, meeting minutes, decisions, and follow-up actions.
- Coordinate project information and deliverables across internal teams, contractors, consultants, and suppliers.
- Support construction progress and milestone-readiness reporting, including identification of delays, constraints, and required recovery actions.
- Proactively identify schedule, budget, risk, dependency, and execution concerns and elevate them to the PMO Manager and project leadership as appropriate.
- Maintain accurate, structured, and audit-ready project documentation.
Knowledge You Should Bring
- Bachelor’s degree in Engineering, Construction Management, Business, Project Management, or a related field.
- 5+ years of experience in PMO, project controls, project coordination, or project management.
- Experience supporting large capital, manufacturing, industrial, engineering, facility, or construction projects.
- Strong understanding of project scheduling, cost tracking, forecasting, risk management, and project reporting.
- Strong proficiency in Microsoft Project, Excel, PowerPoint, Teams, and SharePoint.
- Ability to translate complex project information into concise, decision-ready reports and presentations for leadership.
- Strong organizational and analytical skills with the ability to manage multiple priorities and follow actions through to closure.
- Strong written and verbal communication skills and ability to work effectively across internal and external project teams.
Exceptional Candidates Might Have
- Experience supporting large capital projects exceeding $50M.
- Experience with greenfield manufacturing facilities, major plant expansions, industrial infrastructure, or logistics facilities.
- Experience working with engineering firms, construction managers, general contractors, equipment suppliers, and other external project partners.
- Experience in EPC, design-build, general contractor, or construction management environments.
- Advanced experience with project controls methodologies, CAPEX governance, construction progress reporting, and schedule recovery planning.
- Experience with Power BI, Smartsheet, Primavera P6, or comparable project controls/reporting tools.
- Ability to independently identify trends, inconsistencies, and emerging project risks and turn them into actionable insights for project leadership.
