Enterprise Program Manager

Position Details

• Job Title: Enterprise Program Manager – Project Lead – Interim Assistant IT Director
• Work Arrangement: Fully onsite, Monday–Friday,
• Contract Duration: 12 months
• Candidate Location: Must currently reside in South Carolina; relocation is not permitted.
• Certifications: None required; preferred certifications include CISSP, CISM, CompTIA Security+, ITIL, and PMP.

Key Responsibilities

• Oversee IT infrastructure, enterprise applications, helpdesk services, and IT operations delivered by internal teams and managed service providers.
• Manage vendor relationships, service-level agreements (SLAs), performance metrics, and accountability standards.
• Serve as the primary IT operations liaison to statewide shared-services providers.
• Participate in cybersecurity operations, including incident response, vulnerability management, risk assessments, and remediation activities.
• Support access control reviews, security audits, and compliance with organizational policies.
• Oversee enterprise integrations involving SAP, financial institutions, secure file transfers, and third-party systems.
• Track contract renewals and support IT procurement, budget monitoring, annual audits, and reporting.
• Contribute to enterprise technology strategy, long-range IT planning, and continuous improvement initiatives.
• Coordinate with the IT Operations Manager, who will report to this position and oversee daily operations.
• Participate in an on-call rotation for occasional after-hours support, including some weekends, to address incidents and system maintenance.

Required Qualifications

• Minimum 6+ years of progressive IT experience managing complex information technology functions.
• Minimum 3+ years of full-time supervisory experience in an IT environment.
• Experience managing IT services delivered through managed service providers or outsourced vendors, including SLA and performance management.
• Leadership experience in cybersecurity operations, including incident response, vulnerability management, and risk assessment.
• Working knowledge of Active Directory, Microsoft Entra ID, and Microsoft Intune.
• Strong written and verbal communication, leadership, and stakeholder management skills.
• Ability to handle sensitive information with sound judgment and discretion.
• Proven ability to prioritize competing responsibilities, meet deadlines, and foster a collaborative team environment.

Preferred Qualifications

• Experience in state government, financial services, or another regulated environment involving audits, compliance, and risk management.
• Experience working with state government shared-services models.
• IT project and program management experience.
• Experience with enterprise integrations, including SAP, financial institution interfaces, and secure file transfers.
• Experience with IT procurement, contract management, and budget oversight.

Education

Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
