ENVIRONMENTAL CONTROL OFFICER (ECO)

Job Responsibilities

· Manage environmental control and environmental health matters for HDB construction projects.

· Implement and maintain environmental control procedures in accordance with NEA requirements and statutory regulations.

· Prepare and update the Site Environmental Control Programme (SECP), Site Environmental Control Reports (SECR) and other required documents.

· Conduct regular site inspections and ensure compliance with environmental requirements.

· Monitor environmental control areas including vector control, waste, noise, air quality, water run-off, food hygiene, littering and sanitary facilities.

· Identify environmental issues and recommend appropriate control measures.

· Advise the Project Team, contractors, sub-contractors and workers on environmental requirements and good practices.

· Investigate environmental complaints and non-compliances and follow up on corrective actions.

· Conduct environmental briefings and training for site personnel, contractors and workers.

· Maintain proper records of inspections, environmental monitoring, complaints and corrective actions.

· Liaise with NEA, PUB and other relevant authorities on environmental matters.

· Work closely with the Safety Officer and Project Team to ensure site compliance with safety and environmental requirements.

· Ensure the ECO registration/licence and other relevant certifications remain valid.

· Perform any other duties as assigned by Management.

Requirements

· Degree / Diploma in Environmental Science, Environmental Engineering, Engineering or a relevant discipline preferred.

· Minimum 5 years of relevant environmental control or environmental management experience in the construction industry.

· NEA-registered Environmental Control Officer (ECO).

· Prior experience in HDB projects is highly preferred.

· Familiar with NEA, PUB and other relevant environmental regulations.

· Good knowledge of environmental control requirements for construction sites.

· Experience in preparing SECP, SECR and environmental inspection reports.

· Good communication, interpersonal and coordination skills.

· Proactive, independent and able to work effectively on construction sites.
