What they need

Osage Nation Environmental Services, LLC (ONES) is looking for an Environmental Planner at Joint Base Pearl Harbor-Hickam (JBPHH), HI. This position supports the Air Force Installation Mission Support Center (AFIMSC) Detachment 2 Environmental (Det 2/CEIE) program, providing environmental planning, NEPA, and natural and cultural resources technical assistance to ensure Air Force and Space Force installations — and projects at “places without bases” — across the Pacific region remain in compliance with environmental laws and DoD policy.

Specific tasks and responsibilities include:

  • Provide technical assistance supporting installation, regional, and enterprise-wide environmental program management, natural and cultural resource programs, and water quality initiatives, focusing on but not limited to the Environmental Impact Analysis Process (EIAP), National Environmental Policy Act (NEPA), Sikes Act, Endangered Species Act, National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Clean Water Act, and Resource Conservation and Recovery Act (RCRA).
  • Coordinate and facilitate environmental planning for installations, posture projects, and Pacific Deterrence Initiative (PDI) projects, including other projects planned for “places without bases,” throughout the PACAF area of responsibility (AOR).
  • Ensure environmental requirements — particularly natural and cultural resources — are clearly identified in advance to enable military construction (MILCON) and troop construction projects to be executed on schedule.
  • Facilitate, track, and coordinate environmental requirements with stakeholders including USPACOM, Joint Task Force Micronesia, Joint Region Marianas, and Joint Posture Management Office, to support environmental planning, EIAP/NEPA analysis, contractor access, and logistics planning across the AOR, including remote and austere locations.
  • Assist with host nation environmental planning, site/private land access, local guide and equipment coordination, environmental regulator coordination and consultations, mitigation development, and implementation of intergovernmental service agreement requirements as needed.
  • Notify leadership when environmental requirements may adversely impact MILCON planning timelines and provide recommendations to address and resolve issues raised.
  • Review, analyze, and validate concept designs, scopes of work, reports, and other documents related to mitigations, wetlands construction and enhancement, natural resource conservation and restoration, natural and cultural resources surveys, and Environmental Baseline Surveys (EBS).
  • Assist with the management, scheduling, and execution of projects, including schedule management, strategic planning, and attendance at program, project, and senior-level meetings; review project drawings and technical manuals; manage deliverables and reporting.
  • Support EIAP/NEPA analysis, including collection and evaluation of supporting data, preparation of required documents, and facilitation of all aspects of the NEPA process (and overseas equivalent), including public meetings and cultural consultations.
  • Assist with planning, contract execution, and technical expertise for environmental programs, including the definition of requirements and development of execution strategies, Statements of Work (SOW), cost estimates, and other components of acquisition packages.
  • Assist with coordinating regional Program Management Review (PMR) workshops, and prepare technical reports, business case scenario analyses, briefing packages, and installation management plan updates in support of Det 2/CEV program requirements.

Specific Education and Other Qualifications

  • BA/BS (or higher) degree from an accredited college or university, with a major in biological sciences, ecology, conservation science, or a closely related field.
  • At least three (3) years of Natural Resources and/or NEPA experience.
  • Ability to prioritize, schedule, and manage work independently.
  • Excellent communication, public speaking, and organizational skills.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, Access) and applicable government databases.
  • Willingness and ability to travel extensively across the Pacific AOR, including to the Federated States of Micronesia, Republic of Palau, Commonwealth of the Northern Mariana Islands, Philippines, Australia, Alaska, Japan, Korea, or other locations as needed.
  • Able to pass a government background investigation and obtain and maintain a Government Secret clearance and maintain requirements for a Common Access Card (CAC) and Information Technology (IT) access.
  • A valid driver’s license and passport are required.
  • Able to attend required government training as directed and maintain associated training records.
