Executive Director, Program Manager (Core Banking Transformation)

My client is looking for an experienced Executive Director, Program Manager to lead the delivery of a large-scale Core Banking Transformation program across Hong Kong and the APAC region. The successful candidate will be responsible for driving end-to-end program execution, governance, stakeholder management, and transformation delivery while ensuring alignment with business objectives, regional standards, and local regulatory requirements. This role will work closely with senior stakeholders across Business, Technology, Operations, Risk, and Finance functions to ensure successful implementation and adoption of new core banking capabilities

Key Responsibilities

• Lead the end-to-end delivery of Core Banking Transformation initiatives, including planning, execution, governance, and post-implementation stabilization.
• Manage large-scale banking technology transformation and migration programs across multiple business and technology workstreams.
• Partner closely with regional and country stakeholders to ensure successful implementation of core banking solutions and operating model changes.
• Drive stakeholder engagement across Business, Operations, Technology, Risk, Compliance, and Finance functions.
• Manage program budgets, timelines, risks, issues, dependencies, and vendor relationships.
• Ensure compliance with Hong Kong banking regulations and internal governance requirements.
• Lead executive reporting, steering committee governance, and decision-making forums.
• Oversee change management, testing, business readiness, training, and cutover activities to support successful adoption.

Qualifications

• Bachelor's degree in Information Technology, Computer Science, Business Administration, Finance, or a related discipline.
• Minimum 12-15 years of experience delivering Core Banking Transformation programs, including regional or APAC coverage.
• Proven track record leading large-scale and complex banking IT transformation, migration, or modernization initiatives.
• Strong understanding of core banking operations, banking systems, and enterprise technology platforms.
• Familiarity with Hong Kong banking regulations and regulatory requirements.
• Experience working with senior stakeholders across Business, Risk, Operations, Finance, and Technology functions.
• Strong leadership, stakeholder management, vendor management, and program governance experience.
• Professional certifications such as PMP, Prince2, PgMP, or Agile certifications are advantageous.
• Fluent in Cantonese, Mandarin, and English
