Facility Manager

A. Function Outline:

Plans, leads and controls facility engineering operations relating to the maintenance of all land, buildings, utilities, machinery, equipment and other physical assets of the plant, including installation and hook-up of new machines and equipment. Ensures safe, reliable, cost-effective and compliant facility operations to support production continuity, business needs and group-level improvement initiatives.

B.             Duties and Responsibilities:

1.     Lead the daily facility engineering operations relating to maintenance of buildings, utilities, machinery, equipment and other physical assets.

2.     Oversee the day-to-day operations of the facility to ensure smooth, safe, reliable and efficient plant operation in support of production requirements.

3.     Establish, implement and monitor preventive, predictive and corrective maintenance programs for building services, plant utilities, equipment and infrastructure.

4.     Plan and coordinate maintenance activities, including repairs, renovations, machine installation, equipment upgrades, relocation works and plant improvement works.

5.     Ensure plant utilities are available and reliable, including electrical supply, HVAC/chiller systems, compressed air, water, steam or hot water systems, hydraulic systems, ventilation, drainage, fire protection and other site utility systems where applicable.

6.     Manage facility-related projects from scope definition, cost estimation, budget control, timeline planning, risk assessment, contractor management, execution, commissioning and handover.

7.     Manage vendor relationships and service contracts for maintenance, cleaning, security, landscaping, pest control, waste handling, utilities, statutory inspection and other facility-related services.

8.     Prepare and control the annual facility budget, maintenance budget, capital expenditure plan, spare parts plan and project cost, while identifying cost-saving opportunities.

9.     Set, monitor and report department Key Performance Indicators, including maintenance cost, preventive maintenance completion, breakdown response, equipment uptime, energy performance, safety compliance and project delivery.

10.   Ensure compliance with applicable Malaysian statutory and regulatory requirements, including occupational safety and health, environmental, fire safety, electrical, machinery, pressure vessel, building and local authority requirements.

11.   Ensure all facility permits, certificates, licenses, inspection records, drawings, manuals, contracts and compliance documents are properly maintained and renewed on time.

12.   Ensure the department maintains and supports ISO 14001, ISO 9001, ISO and 13485 standards where applicable, including audit preparation, corrective actions and continual improvement follow-up.

13.   Lead root cause analysis and corrective/preventive actions for facility breakdowns, utility interruptions, safety incidents, audit findings and recurring maintenance issues.

14.   Drive continual improvement projects on energy saving, cost saving, equipment reliability, maintenance productivity, machine efficiency and facility operational efficiency.

15.   Actively participate in group-level improvement activities, including kaizen, best-practice sharing, standardization, cost reduction, ESG, sustainability, energy management and cross-site improvement projects, and implement relevant group initiatives at plant level.

16.   Oversee engineering project development and improve plant energy efficiency by optimizing HVAC, electrical, compressed air, steam, water, hydraulic and other major energy-consuming systems.

17.   Support sustainability reporting and ESG requirements by providing accurate facility-related data on energy, water, waste, emissions, asset reliability, improvement projects and compliance status.

18.   Lead, coach and develop Assistant Facility Manager, Facility Engineers, Maintenance Supervisors, Technicians and contractors to ensure technical competence, safe work practices and strong department performance.

19.   Coordinate with Operations, Production, Quality, EHS, Purchasing, Finance, HR, Group Engineering and other stakeholders to resolve facility issues and support plant objectives.

20.   Review and approve facility work methods, risk assessments, permits-to-work, lock-out/tag-out requirements and contractor safety controls before high-risk maintenance or project works are carried out.

21.   Maintain emergency preparedness for facility-related incidents, including power failure, fire, flood, chemical spill, utility interruption, machinery breakdown and other site emergencies.

22.   Act as Site-in-Charge or designated coordinator for incident management where assigned, including control of emergency information, escalation, post-emergency evaluation and debrief.

23.   Ensure critical spare parts, equipment lifecycle planning, asset register, contingency plans and business continuity actions are established for key facility systems.

24.   Prepare regular reports and management updates to the Operations Manager / General Manager on facility performance, maintenance status, budget, projects, compliance, risks and improvement progress.

25.       Perform any other facility, engineering, maintenance, compliance or improvement duties assigned by the Operations Manager / General Manager and Group Management
