What they need

Job Overview

Unico Government Solutions is seeking a Site Facilities Manager / Quality Control Inspector to provide on-site leadership and continuous quality oversight for facilities support services performed at NIWC Atlantic locations in Virginia.

The employee will serve as Unico’s senior on-site contractor representative while performing the full-time quality-control inspection responsibilities required by the contract. The position is responsible for coordinating personnel, monitoring service requests, inspecting completed work, enforcing safety and quality requirements, documenting results, and ensuring that deficiencies are corrected promptly.

This is a contractor position under a non-personal services contract. Government personnel may identify requirements and communicate priorities through authorized contract channels, but Unico retains responsibility for supervising, directing, and evaluating its employees.

Essential Site-Management Duties

  • Provide daily leadership and supervision for Unico personnel assigned to the Virginia site.
  • Coordinate employee schedules, assignments, workload, coverage, leave, and emergency-response availability.
  • Plan, schedule, prioritize, coordinate, resource, and track facilities-support requirements.
  • Monitor IWMS and Maximo service requests to ensure tickets are properly entered, assigned, updated, documented, and closed.
  • Ensure emergent, urgent, routine, and non-routine requests are addressed within applicable contract timeframes.
  • Coordinate with the Unico Program Manager, COR, Government Facilities Operations Supervisor, Facilities Engineers, customers, tenants, approved vendors, and subcontractors.
  • Serve as Unico’s primary on-site point of contact for performance, staffing, safety, service-delivery, and quality matters.
  • Ensure employees understand their assignments, safety requirements, documentation responsibilities, and limits of authority.
  • Elevate requests that may change the contract’s scope, staffing, pricing, schedule, or funding to the Unico Program Manager for coordination with the Contracting Officer.
  • Support coordination of utility outages, facility inspections, maintenance activities, emergency response, adverse-weather preparation, and recovery operations.
  • Review employee timekeeping, work-ticket hours, inspection records, service metrics, and required reports for completeness and accuracy.
  • Coordinate access and escort support for authorized vendors and personnel working in secure spaces.

Quality-Control Duties

  • Perform full-time quality-control inspections of services delivered at on-base and off-base NIWC Atlantic Virginia locations.
  • Inspect furniture installation and reconfiguration, project services, installation services, locksmith work, warehouse and inventory activities, material management, signage, wall repair, recycling, and security-support services.
  • Conduct daily surveillance of interior lighting, walls and finishes, ceilings, flooring, furniture, utilities, roadways, grounds, and exterior lighting.
  • Confirm completed work meets the PWS, approved work request, applicable safety requirements, manufacturer instructions, and accepted industry standards.
  • Perform completion inspections to verify that work areas are safe, clean, operational, and ready for customer occupancy.
  • Verify that work tickets are properly documented and closed and that drawings and inventory records are updated when required.
  • Contact customers to confirm that requested services were completed satisfactorily.
  • Conduct safety inspections and provide safety training to Unico employees.
  • Coordinate and participate in occupational health and safety inspections.
  • Initiate work-order requests when inspections identify maintenance or repair deficiencies.
  • Maintain QC documentation, inspection checklists, deficiency logs, photographs, corrective-action records, and required reports.
  • Perform quality-process audits required by the QASP, quality-management system, work breakdown structure, or corrective-action plan.
  • Identify recurring deficiencies, determine root causes, recommend corrective actions, and verify that corrective actions are completed.
  • Immediately report significant safety, security, performance, or compliance concerns to the Unico Program Manager.
  • Prepare and support required QC and performance deliverables, including CDRL A00C and applicable inspection reporting.

Minimum Qualifications

  • Five years of experience in facilities operations, facilities maintenance coordination, base operations, property management, or comparable institutional facilities support.
  • At least two years of supervisory, site-lead, or quality-control experience.
  • Working knowledge of facilities systems, preventive and corrective maintenance, service-desk operations, safety inspections, and work-order management.
  • Experience using computerized maintenance or facilities-management systems; IWMS and Maximo experience is preferred.
  • Ability to interpret performance work statements, quality standards, inspection criteria, work orders, drawings, and technical documentation.
  • Strong written communication, customer-service, reporting, and organizational skills.
  • Ability to supervise a small, multidisciplinary workforce while maintaining independent quality oversight.
  • Ability to obtain and maintain required Department of Defense clearance, installation access, and system credentials.

Physical Requirements

  • Regularly walk through buildings, warehouses, grounds, mechanical areas, and active work locations.
  • Climb stairs and ladders, bend, kneel, and inspect work above ceilings or in confined areas when safely authorized.
  • Lift or move materials consistent with the position and applicable safety requirements.
  • Work indoors and outdoors under varying environmental conditions.
  • Respond to urgent facility conditions and after-hours requirements when assigned.

This description is based on the Virginia PWS’s management, service-desk, inspection, safety, facilities-surveillance, and quality-reporting requirements.
