What they need
WHAT WE DO
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law (IHL). We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational, and rapid humanitarian response to the needs of victims of armed conflict or other situations of violence. We direct and coordinate international activities conducted in these situations.
PURPOSE
The Armed Forces and Security (FAS) Programme Adviser, under the direction of the Tokyo-based FAS Delegate, assists the Delegation in implementing the FAS program, including participation in the planning, execution, assessment, and follow-up of FAS activities with the Japan Self-Defense Forces and relevant Japanese authorities, including dissemination on IHL, participation in exercises, courses, workshops, and other engagements, as well as advising the Delegation on how best to achieve its aims.
RESPONSIBILITY
Under the supervision of the FAS Delegate, s/he maintains contact with authorities, mainly the military and other security forces, at various levels, participates in meetings with different interlocutors, and provides advice, analysis and translation as required, in a leading or supporting role during both regular activities and emergencies.

- Strong networker and proactive relationship builder, with resilience and strong interpersonal skills
- An understanding of IHL and its practical operational implications
- Availability to travel regionally and internationally for training, official engagements, and field missions
