Finance Manager (with HR Oversight)

Finance Responsibilities:

• Performs functions to ensure that the Company complies with all regulatory requirements (audit, tax, corporate secretarial matters).
• Implements financial controls and cost‑containment measures to safeguard the Company’s interests.
• Prepares and submits financial reports and statistics to HQ and regulatory bodies (e.g. IRAS, Statutory Reports for ACRA).
• Identifies procedural and policy gaps and implements improved policies for continual enhancement.
• Liaises with the company secretary and prepares necessary resolutions to ensure compliance with the Companies Act.
• Reviews and maintains the Company’s general insurance coverage.
• Oversees and highlights the Company’s cash position, including liquidity monitoring.
• Manages customer collections and reviews credit terms.
• Assists HQ in annual budget preparation and financial planning.
• Liaises with bankers, auditors and tax advisors and acts as the point of contact for all these matters.
• Participates in raising funding, including preparation of financial documentation.
• Conducts performance appraisals and identifies learning areas for department staff.
• Provides inputs to procurement and sales teams on contractual matters.
• Liaises with government agencies such as EDB, JTC, MOM, and others as required.
• Provides oversight and support for PHM (Malaysia Trading Entity), including review and approval of payments for PHM.
• Liaise with external IT provider to support and resolve IT requirements and issues.

HR Responsibilities (HR Executive reports to Finance Manager)

• Oversee HR operations, payroll, leave administration, and HR reporting.
• Supervise the Finance & HR Executive and manage manpower planning and recruitment.
• Maintain the organisation structure, salary structure, HR policies, and Employee Handbook.
• Lead performance appraisals, promotions, increments, and employee training and development.
• Ensure compliance with MOM, Employment Act, income tax, and other statutory requirements.
• Manage employee insurance matters, employment contracts, and payroll system integrity.

REQUIREMENTS:

• Minimum 8 years of relevant financial management experience.
• Degree in Accountancy or relevant Professional Qualification
• Strong analytical, problem-solving, and communication skills.
• Good team player with strong interpersonal skills.
• Strong sense of responsibility, integrity, and attention to detail.
