Position Summary

Certified Technical Experts, Inc. (CTE) is seeking an experienced Full-Stack Software Engineer to develop and maintain full-stack software capabilities for Federal public health applications using modern backend, front-end, database, API, and automated delivery practices. This position works as part of a cross-functional Agile team to implement features, resolve defects, improve application quality, and support modernization efforts.

Key Responsibilities

Develop, test, and maintain backend services, web interfaces, APIs, and database interactions.

Implement application features based on user stories, acceptance criteria, designs, and technical guidance.

Write maintainable code and participate in peer reviews, unit testing, integration testing, and defect resolution.

Collaborate with senior engineers, Product Managers, analysts, UX, QA, DevSecOps, and data teams.

Support integration with enterprise APIs, messaging services, identity services, and data stores.

Assist with modernization and refactoring of existing application components.

Participate in Agile ceremonies, estimation, backlog refinement, and technical planning.

Support CI/CD practices, containerized deployment, logging, troubleshooting, and release readiness.

Follow secure coding, accessibility, documentation, and software quality standards.

Continuously build technical knowledge and share solutions with the engineering team.

Required Qualifications

4+ years of professional software development experience.

Experience with Java, Spring or Spring Boot, SQL, REST APIs, and modern front-end frameworks.

Experience with source control, code review, automated testing, and CI/CD concepts.

Working knowledge of relational databases and data-access patterns.

Ability to troubleshoot application defects and integration issues.

Understanding of secure software development and coding standards.

Experience working in Agile or Scrum teams.

Strong communication, teamwork, and problem-solving skills.

Education

Required: Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field, or equivalent combination of education and relevant experience.

Preferred: Advanced technical training or graduate coursework in software engineering.

Target Certifications

AWS Certified Cloud Practitioner

Oracle Java certification or comparable Java credential

Equivalent or advanced certifications may be considered where appropriate based on the candidate’s experience and the needs of the position.

Preferred Experience

Public health, health IT, or Federal application development experience.

Experience supporting NBS or comparable enterprise applications.

Experience with React, TypeScript, Docker, Kubernetes, or GitHub Actions.

Work Authorization and Federal Suitability

Must be legally authorized to work in the United States.

Must be able to successfully complete the applicable Government background investigation.

Must be eligible to obtain and maintain required Federal credentials and information-system access.

Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements
