Global Payroll Integration Project Manager

Key Responsibilities

1. Project Management

• Develop project plans, timelines, milestones, and transition approach.
• Set up PMO governance and coordinate HQ, regional teams, local teams, and vendors.
• Define RACI, decision-making process, and escalation path.
• Manage project progress, risks, resources, and key deliverables.

2. Vendor Management

• Lead payroll vendor selection, assessment, negotiation, and transition.
• Define SLA, service scope, responsibilities, and delivery standards.
• Manage parallel run, data migration, and vendor exit.
• Build vendor performance review and governance mechanisms.

3. System and Data

• Build global payroll data standards and field mapping rules.
• Define data migration, YTD validation, and variance handling process.
• Drive integration among HR, Payroll, and Finance systems.
• Ensure payroll data supports accurate labor cost and financial management.

4. Compliance and Risk

• Build local payroll SOPs, compliance checklists, and filing evidence.
• Identify risks related to tax, social security, employment, and data privacy.
• Drive compliance reviews and remediation in high-risk markets.
• Manage cross-border data compliance and reduce regulatory and reputational risks.

5. Change Management

• Drive local adoption of vendor transition and process standardization.
• Develop communication plans and manage local resistance.
• Build training materials, operation manuals, and knowledge transfer mechanisms.
• Develop regional and local payroll contacts to ensure sustainable operations.

Requirements

Must-have

• Fluent English for negotiation, reporting, and cross-cultural communication.
• Hands-on overseas payroll experience, with knowledge of multi-country payroll, tax, social security, and compliance.
• Experience in large-scale payroll transition, integration, or HR shared service projects.
• Familiar with SAP, Workday, or major HR / Payroll systems.
• Experience in data migration, system integration, YTD validation, and parallel testing.
• Experience in vendor negotiation, SLA management, and performance review.
• Strong project execution and influencing skills in complex environments.
• Willing to travel overseas and work across time zones.

Preferred

• Experience in global payroll integration for Chinese multinational or manufacturing companies.
• PMP, PMO, or equivalent project management certification.
• Experience in regional HRSSC setup or operation.
• Background in Big Four, ADP, TMF, or payroll consulting / vendor organizations.
