What they need
Business Unit MEP EPC
Entity Master Power Systems Limited (MPSL), with functional oversight of MEP activity undertaken by Master Power Systems Uganda Limited (MPSUL) and Master Powers Ltd (MPL)
Reports To COO / MD
Direct Reports Project Management Cluster Heads, Sales & Estimation, Material Planning & Estimation, and through the Cluster Heads Project Coordinators, Foremen and Site Supervisors
ROLE PURPOSE
The GM Projects MEP holds end-to-end accountability for the growth, delivery and financial performance of the Group's MEP EPC business across Kenya, Uganda and Rwanda. Reporting to the COO / MD, the role owns the full commercial cycle from market development and bid selection, through tendering and award, to execution, final account settlement and cash collection.
The MEP business is delivered through a cluster structure, with Project Management Cluster Heads each carrying a portfolio of projects supported by Project Coordinators, Foremen and Site Supervisors. The role's central task is to make that structure produce a predictable outcome: revenue certified on plan, EBITDA delivered at the approved level, and cash collected within the credit period, while holding material, labour and supervision cost inside the thresholds set by the Group MEP cost framework.
The role is accountable for the aggregate result of the Business Unit, not for the day-to-day running of individual projects. It sets budgets, allocates projects and resources across clusters, intervenes where a cluster or project is trending outside threshold, and is answerable to the COO / MD for the outturn.
SCOPE OF THE ROLE
Technology Scope Mechanical services and HVAC; electrical LV and ELV installations; plumbing, drainage and public health engineering; fire detection and protection; building management systems; and associated specialist services
Market Scope Apartments and residential complexes; hotels; malls and retail; offices; warehouses and commercial space; institutional, healthcare and mixed-use developments contracted with developers, main contractors and consultants
Commercial Scope Order intake, certified valuation revenue, EBITDA, collections and working capital for the MEP Business Unit
Delivery Structure Project Management Cluster Heads and their project clusters; Project Coordinators; Foremen and Site Supervisors; Material Planning & Estimation; Sales & Estimation
Cost Governance Material cost, labour cost and supervision cost thresholds as defined in the Group MEP KPI and incentive framework, applied per project against contract value
Functional Scope Business development, tendering and estimation, material planning, project execution, contracts and claims, procurement input, quality, HSE and project commercial control
Team Scope [To be confirmed headcount and cluster structure per approved organisation chart]
KEY RESPONSIBILITIES
Business Strategy and Growth
Work with the COO / MD to define and implement a growth strategy for the MEP business across Kenya, Uganda and Rwanda, translated into an annual order intake plan by country, client segment and building type.
Maintain a structured view of the addressable market developer pipelines, hospitality and retail development, commercial and warehousing demand, and institutional programmes and convert it into a qualified opportunity pipeline.
Advise the COO / MD on pricing pressure, competitor positioning, subcontractor capacity and material cost movement, and on their implications for the Business Unit plan.
Recommend entry into new segments, geographies or delivery models, supported by an assessment of capability, risk and expected return.
Business Development, Tendering and Estimation
Own bid / no-bid selection for MEP opportunities on the basis of techno-commercial feasibility, contract risk, client payment record, cluster capacity and expected margin, and present the recommendation for approval in line with the delegation of authority.
Direct the Sales & Estimation function in preparing technical and commercial proposals, including scope interpretation, bill of quantities, cost build-up, pricing strategy and qualification of exceptions.
Review and approve estimates before submission, satisfying himself that material, labour, supervision, preliminaries, escalation, duties and contingency are correctly reflected and consistent with the cost thresholds the project will later be measured against.
Build and maintain senior relationships with developers, main contractors, consultants and repeat clients, and secure prequalification and framework positions where these improve win probability.
Lead post-tender clarifications and commercial negotiations to award, and ensure contract risks are formally handed over to the executing Cluster Head.
Project Execution and Delivery
Allocate awarded projects across Project Management Cluster Heads with regard to cluster capacity, technical fit and client relationship, and set the approved budget and programme for each project at award.
Ensure every project has a baseline programme, resource plan, material take-off and cost-to-complete forecast that are actively maintained in Orion ERP.
Review cluster and project performance on a defined cycle against revenue, cost, programme and cash, and intervene early where a project is trending outside threshold.
Drive completion and handover of each project in accordance with the project plan and with complete documentation, and drive closure of the final account.
Ensure the final account outturn on each project is protected and improved through timely instruction of variations, substantiation of entitlement and disciplined record-keeping.
Identify delivery risks subcontractor capacity, material lead time, client-side delay, site access and put mitigation in place before they crystallise into cost or time impact.
Cost Control and Margin Management
Own the EBITDA outcome of the MEP Business Unit against the approved annual plan.
Hold material cost, labour cost and supervision cost within the thresholds set by the Group MEP cost framework on every project, and account for any project trending outside threshold at the monthly review.
Drive cost reduction through value engineering and alternate material proposals, ensuring approved alternates are captured against the project budget rather than absorbed into general variance.
Ensure project budgets are established at award, controlled through execution and reconciled at closure, with variances explained and corrective action taken.
Maintain a monthly cost-to-complete and margin forecast for every project and report deviation to the COO / MD without delay.
Cash, Working Capital and Commercial Management
Ensure monthly valuations are submitted and certified on every live project, and that invoicing matches the certified valuation.
Drive collection of certified amounts, including VAT, within the credit period applicable to each job, and escalate ageing exposure promptly.
Protect the Company's contractual position on retention, performance security, liquidated damages, back-charges and payment terms.
Ensure vendor and subcontractor payment terms support the Business Unit's working capital position, in line with the Group standard of letters of credit at 180 days for imported items and open credit at 90 days for domestic supply.
Identify, notify and pursue variations and claims within contractual notice periods, supported by proper records.
Material Planning, Procurement and Supply Chain
Ensure accurate material estimation and planning for each project, developed from the contract documents and approved drawings, so that only what the project requires is procured and excess material at site is avoided.
Ensure material requisitions are raised in time to meet the project schedule, and hold Material Planning & Estimation and Procurement jointly to on-time delivery to site.
Enforce inventory discipline at general and site stores timely goods receipt, system-recorded movements, no manual entry of incoming or outgoing material, and controlled consumption against take-off.
Support Procurement in vendor technical evaluation and negotiation for MEP packages, and in achieving the Group's payment-term objectives.
Quality, HSE and Compliance
Enforce quality standards so that installations are accepted at first inspection, with no repeat non-conformance and no rework attributable to the Company.
Enforce health, safety and environmental standards across all MEP sites, and ensure incidents are reported, investigated and closed out.
Ensure compliance with statutory, regulatory and licensing requirements in each country of operation, and with client and main-contractor site requirements.
Ensure Business Unit activity conforms to the Company's integrated management system.
People and Organisation
Build the MEP organisation to the approved structure, working with Group HR on recruitment, deployment and retention of Cluster Heads, Project Coordinators and site supervision.
Set objectives for direct reports in line with the role-wise KPI weightings of the Group MEP KPI framework, review performance on cycle, and address shortfalls promptly.
Develop technical and commercial capability within the clusters, including successor cover for Cluster Head positions.
Model and enforce the Company's standards of conduct, ethics and governance within the Business Unit.
Reporting and Governance
Submit the monthly MEP Business Unit report and MIS covering order intake, pipeline, project progress, revenue, cost against threshold, EBITDA, collections, manpower, HSE and key risks.
Ensure all Business Unit budgets, progress, cost, valuation and procurement data are captured accurately and on time in Orion ERP, and that the SharePoint valuation tracker is current.
Present at management and board reviews with analysis rather than description.
Escalate matters that exceed the role's authority, or that carry material commercial, legal or reputational exposure, to the COO / MD immediately.
