Head Proposals

Descon Engineering Ltd . is seeking a dynamic and strategic Head of Proposals to lead the end-to-end review and development of design engineering proposals for oil & gas, petrochemical, and related industrial projects. In this executive-level role, you will take full ownership of proposal quality, competitiveness, and profitability while driving winning strategies across LSTK, LTA, and Direct Hire agreements.

Key Responsibilities

• Proposal Leadership: Lead the end-to-end review of engineering proposals, validating scope, design bases, deliverables, and man-hour estimates to ensure high technical accuracy.
• Commercial Strategy: Formulate winning bid strategies in close collaboration with Business Development, Finance, and Engineering leadership; assess margins, pricing assumptions, and long-term business impact.
• Bid/No-Bid Decision Making: Evaluate strategic fit, commercial returns, and delivery feasibility to recommend bid/no-bid actions to executive management.
• Risk & Contract Governance: Identify contractual, commercial, and technical risks early; collaborate with Legal and Contracts to define assumptions, exclusions, and mitigation plans.
• Stakeholder & Client Engagement: Lead technical and commercial discussions with clients during bid stages; ensure seamless cross-functional alignment across all business functions.
• People & QHSE Leadership: Mentor and develop high-performing proposal and design teams while ensuring adherence to DIMS, QA/QC, and QHSE standards.

Qualifications & Experience

• Education: Bachelor’s or Master’s degree in Chemical, Mechanical, or Process Engineering.
• Experience: Minimum of 15+ years of relevant experience in proposal development, design engineering, and bid management within petrochemical or oil & gas domains.
