Housing Program Manager

Overview

The Housing Program Manager is responsible for leading a team of MARS Housing Resource Navigators, either employees or volunteers through AmeriCorps, and personally provides direct Housing Resource Navigation services to tenants as well. This may include providing direct financial assistance to tenants at risk of homelessness or experiencing homelessness, connecting tenants to outside resources, helping tenants navigate the eviction process, and/or helping tenants obtain new housing. The Housing Program Manager plans, coordinates and directs the staff and activities associated with various components of the housing program at MARS. They will be responsible for communicating with partners, tenants, property managers, grant managers, and court personnel. The position reports directly to the Executive Director of MARS. They will also be required to work closely with other staff members.

HOUSING PROGRAM MANAGER JOB RESPONSIBILITIES

· Coordinate and oversee the day-to-day operations of various housing programs and grants for housing programs including but not limited to FHPAP, CDBG, SHM , and LHPA.

· Partner with MARS team to provide input into grant proposals, reporting, and ensure funding is 100% utilized and program goals are achieved.

· Lead MARS presence at the Anoka County Housing Clinic and ensure tenants facing eviction get housing resource navigation assistance when requested.

· Recommend housing program goals and ensure implementation and compliance with contractual or funding agency requirements; participate in the development of housing program budget components.

· Oversee and perform program activities like hosting meetings, conducting outreach and trainings in the areas of client and stakeholder needs as it pertains to housing navigation, resource connection, landlord communications and generate data for housing program reporting.

· Manage resources in the area of housing, including researching available affordable and supportive housing program opportunities, developing relationships with property managers, local agency partners, county and court staff, and leaders of various other housing programs.

· Partner with Volunteer and Intake Coordinator to ensure all information and referral inquiries are responded to in a timely manner.

· Engage property managers to generate referrals for housing assistance as well as generate MARS mediation and restorative practice referrals.

· Develop partnerships with housing and community providers to collaborate for program development.

· Represent the organization at community meetings regarding housing issues, and assist with educating the community on MARS housing program.

· Keep client case files up to date and organized ensuring program requirements are documented in each case file, documents are signed and physical records securely stored.

· Diligently maintain aggregate case data, generate reports as required.

· Communicate regularly and effectively with tenants, service coordinators, service providers, and support personnel to ensure that clients in crisis received housing resource navigation services.

· Serve as a staff resource and liaison regarding program policies, procedures and practices; research and resolves the more complex problems that arise in the work unit.

Pay: $30.00 per hour
