What they need

About us

Plover Cove Golf Club is a new private golf club taking shape on the Tai Po coastline of Hong Kong, nestled between Tolo Harbour and Plover Cove Country Park. Designed by Fry/Straka Global Golf Course Design, the 18-hole, par-71 championship course spans over 6,600 yards and is anchored by a waterfront clubhouse. Built on the regenerated 53-hectare Shuen Wan site, the Club is one of Asia's landmark sustainable golf developments and is dedicated to setting new standards in the golf industry. With the course scheduled to open in 2027, we are now assembling the pre-opening team that will bring the Club to life. Learn more at pcgc.com.

About the role

We are seeking an experienced HR Assistant Manager / HR Manager to establish and manage the full spectrum of Human Resources functions for Plover Cove Golf Club, including recruitment, employee relations, performance management, compensation & benefits, training & development, and HR administration.

Reporting to senior management, you will play a key role in building a high-performing workforce for the Club's opening and beyond - from pre-opening mass recruitment through to day-to-day HR operations - while enhancing employee engagement and ensuring compliance with Hong Kong employment legislation and Club policies. You will also develop and maintain the Club's HR policies, procedures, and Staff Handbook from the ground up.

Key responsibilities

Talent Acquisition & Recruitment

  • Lead the pre-opening recruitment drive and manage the full recruitment cycle, including manpower planning, sourcing, interviewing, selection, and onboarding.
  • Partner with department heads to identify recruitment needs and workforce requirements.
  • Prepare job advertisements and coordinate recruitment through job portals, social media, recruitment agencies, and other sourcing channels.
  • Conduct interviews, reference checks, and offer arrangements.
  • Develop talent pipelines for operational, supervisory, and managerial positions.

HR Operations & Administration

  • Oversee daily HR operations, including employee records, attendance, leave administration, and personnel documentation.

  • Prepare employment contracts, offer letters, promotion letters, and other HR-related correspondence.

  • Ensure employee records are maintained accurately and confidentially.

  • Set up and maintain the HRIS and HR filing systems in readiness for opening.

HR Policies & Staff Handbook

  • Develop and update HR policies, procedures, and employee guidelines.
  • Draft, maintain, and implement the Staff Handbook.
  • Ensure HR policies comply with the Hong Kong Employment Ordinance and other applicable labour regulations.
  • Communicate HR policies and procedures effectively across the organization.
  • Support the implementation of HR best practices and process improvement initiatives.

Employee Relations & Engagement

  • Handle employee enquiries and provide professional HR advice and support.
  • Assist in managing employee relations issues, disciplinary matters, grievances, and investigations.
  • Help shape a positive, service-oriented workplace culture from day one.
  • Organize employee engagement activities, staff events, and wellness initiatives.
  • Develop and promote employee retention and recognition programs.

Performance Management & Training

  • Coordinate probation reviews and annual performance appraisal exercises.
  • Support department heads in setting performance objectives and development plans.
  • Identify training needs and coordinate internal and external training programs.
  • Maintain training records and evaluate training effectiveness.
  • Support succession planning and talent development initiatives.

Compensation, Benefits & Payroll

  • Prepare and review monthly payroll, MPF contributions, and employer's tax returns (IR56 series).

  • Administer employee benefits, leave records, and statutory compliance matters.

  • Assist in annual salary reviews, bonus exercises, and compensation benchmarking.

Compliance & Reporting

  • Ensure compliance with the Employment Ordinance, MPF, taxation, and other statutory requirements, and with Club policies.
  • Prepare monthly HR reports, including headcount, turnover, recruitment status, and manpower statistics.
  • Support internal and external audits relating to HR matters.
  • Monitor HR metrics and recommend improvements to HR processes and workforce planning.

Requirements

  • Bachelor's Degree in Human Resources Management, Business Administration, or a related discipline.
  • Minimum 5 years of all-round HR experience, with at least 3 years in a supervisory or managerial role. Candidates with 8 or more years of experience, including HR management in a sizeable operation, will be considered for the position of HR Manager.
  • Proven experience in recruitment, employee relations, and HR operations.
  • Hands-on experience in developing HR policies, procedures, and Staff Handbooks is highly preferred; pre-opening or start-up HR set-up experience is a strong advantage.
  • Sound knowledge of the Hong Kong Employment Ordinance, MPF and related statutory requirements, and HR best practices.
  • Experience in hospitality, private clubs, golf or leisure, or other service-oriented industries is an advantage.
  • Strong interpersonal, communication, and stakeholder management skills.
  • Proactive, hands-on, and detail-oriented, with the ability to work independently in a fast-moving pre-opening environment.
  • Proficiency in Microsoft Office applications and HRIS.
  • Good command of written and spoken English, Cantonese, and Mandarin.

We Offer

  • A rare opportunity to build the HR function of a landmark new golf club from the ground up
  • Competitive remuneration package commensurate with experience
  • Discretionary performance bonus
  • Medical insurance

  • A dynamic, collaborative pre-opening team and a stunning waterfront working environment
