At Health New Zealand | Te Whatu Ora, you'll be part of something bigger. We are committed to reimagining healthcare in Aotearoa - grounded in equity, partnership, and care for our people and communities.
This is your chance to:
- make a meaningful, national impact
- work in a values-driven, purpose-led organisation

- help build a workforce that truly reflects and serves our communities.
About the role
Shape the future of healthcare through people and culture.
We're looking for an experienced and forward-thinking People & Culture Business Partner to join our team and help drive meaningful, system-wide change. This is an opportunity to work at the heart of Health New Zealand | Te Whatu Ora, partnering with senior leaders to influence strategy, build capability, and create a workplace where people and communities thrive.
In this role, you'll play a critical part in delivering impactful P&C initiatives that align with organisational priorities, strengthen leadership capability, and embed culturally safe, sustainable practices. You'll bring a strategic lens, while remaining hands-on - leading change, solving complex challenges, and helping shape the future workforce across the district.
What you'll be doing:
- Partnering with senior leaders to align People & Culture strategies with organisational priorities and drive performance
- Leading and supporting system wide change that improves outcomes for our people and the communities we serve
- Championing engagement, wellbeing, and culturally safe practices that nurture a resilient, inclusive workforce
- Providing expert advice on organisational design, talent development, and performance
- Proactively managing risk, compliance, and health and safety within your portfolio
- Using insights and data to inform decisions and continuously improve how we work
About the team
You'll be part of a high-performing team of People & Culture partners who learn from one another, share their strengths, and are committed to growing together while leading diverse portfolios. Together, the team is known for building strong, trusted relationships and delivering meaningful impact across the organisation.
We foster a collaborative and inclusive environment where knowledge is shared, successes are celebrated, and a sense of fun and connection is part of how we work. Support is always close at hand, and there's a genuine commitment to each other's growth and wellbeing - creating a place where you can thrive professionally while doing meaningful work.
Grounded in Te Tiriti o Waitangi, we are committed to actively upholding equity, partnership, and strengthening health outcomes. This means working in ways that honour Te Tiriti principles, embedding culturally safe practices, and challenging inequities within our systems and processes. As part of this team, you'll play a role in shaping a workforce that reflects and responds to the diverse communities we serve.
About you
You're a seasoned People & Culture professional who combines strategic thinking with genuine care for people. You're confident influencing at a senior level, thrive in complexity, and are motivated by the opportunity to make a difference at scale.
You will bring:
- proven experience in a senior HR/P&C partnering role within a complex environment
- strong ability to influence and build credibility with diverse stakeholders
- experience leading or contributing to large-scale change initiatives
- sound knowledge of employment relations, organisational development, and workforce planning
- a data-informed, solutions-focused approach
- a strong commitment to equity, cultural safety, and improving outcomes for all.
