HR Deputy Director, Learning and Developing

Key Responsibilities

• Develop and implement learning and development strategies that are aligned with the company’s long-term business goals and organizational capability development strategy.
• Champion a holistic approach to learning, leadership, and organizational capability development strategy, ensuring L&D is a core driver of business performance and change management.
• Lead leadership development, succession planning, and talent development initiatives to build a robust pipeline of future leaders at all levels.
• Oversee the design, delivery, and evaluation of learning programs, ensuring they are innovative, scalable, and delivered through blended learning modalities (e.g., e-learning, workshops, coaching, on-the-job training).
• Manage learning budgets, external training providers, and strategic partnerships to ensure cost-effective and high-quality delivery.
• Lead end-to-end vendor selection, contract management, and performance evaluation processes, negotiating favorable terms and ensuring compliance with organizational standards.
• Lead, coach, and develop the Learning & Development team, fostering a culture of innovation, collaboration, and continuous improvement.

Requirements:

• Degree or above in Human Resources or related deciplines
• 16 years or above working experience in Training, L&D, talent management
• Proven track record of designing and executing enterprise-wide L&D strategies in a complex, fast-paced environment
• Good in English and Chinese
