HUMAN RESOURCES MANAGER – STAFFING & OUTSOURCING

Location: Sandton, Johannesburg

An established organisation within the staffing, recruitment and outsourcing industry is looking for an experienced Human Resources Manager to lead its HR function.

This is a senior, hands-on HR role with responsibility for HR governance, labour law compliance, employee and industrial relations, workforce planning, performance management, Employment Equity, B-BBEE and people-related reporting across a complex operational environment.

The ideal candidate will have strong South African labour relations expertise and experience operating within a TES, staffing, outsourcing, labour-intensive or multi-site environment.

Key Responsibilities

• Implement HR strategies and people plans aligned with business and operational objectives.
• Provide senior HR guidance to management on workforce planning, organisational structures, succession, resourcing and people-related risk.
• Develop and maintain HR policies, procedures, employment documentation and governance controls.
• Lead employee and industrial relations, including discipline, grievances, incapacity, poor performance, absenteeism, retrenchments and terminations.
• Represent the organisation at the CCMA and relevant Bargaining Councils, where required.
• Engage with trade unions, employee representatives and other stakeholders.
• Ensure compliant HR practices across permanent, temporary and fixed-term workforces.
• Oversee HR compliance across multiple branches, client sites and operational environments.
• Provide guidance on TES legislation, Section 198 requirements and client-site workforce compliance.
• Lead performance management, probation, performance improvement and employee development processes.
• Oversee remuneration and benefits governance and partner with Payroll on employee data, attendance and payroll controls.
• Lead Employment Equity planning, committee processes and statutory reporting.
• Coordinate HR-related B-BBEE evidence, verification requirements and transformation initiatives.
• Support Skills Development, WSP/ATR submissions and learning initiatives.
• Prepare HR reports, dashboards and workforce information for senior management and other stakeholders.

Requirements

• Degree in Human Resources Management, Industrial Psychology, Labour Relations or a related field.
• Postgraduate qualification and/or SABPP registration advantageous.
• Minimum 5–8 years' progressive HR generalist experience, including management or senior HR advisory experience.
• Experience within TES, staffing, outsourcing, labour-intensive, multi-site or client-site environments is highly advantageous.
• Strong practical employee relations and industrial relations experience.
• Experience handling disciplinary matters, grievances, incapacity, retrenchments and CCMA/Bargaining Council matters.
• Practical experience with Employment Equity, Skills Development, WSP/ATR and B-BBEE requirements.
• Strong knowledge of South African labour legislation, including the LRA, BCEA, Employment Equity Act, Skills - - Development Act and OHS Act.
• Understanding of payroll, time and attendance, HR systems and HR reporting.
• Strong stakeholder management, negotiation, conflict-resolution and problem-solving skills.
• Advanced Excel and strong HR reporting, policy drafting and analytical capability.
