HR Officer - Construction

We are looking for a responsible and organized HR Officer with experience in construction manpower management. The position will primarily handle construction workers, site personnel, attendance, payroll coordination, recruitment, employee documentation, disciplinary matters, and compliance with company and project-site policies.

The HR Officer will coordinate closely with the Project Manager, Site Engineers, Architects, Supervisors, Timekeepers, and Management to ensure proper manpower deployment and smooth day-to-day site operations.

Key Responsibilities

• Recruit and screen construction workers, skilled workers, helpers, operators, foremen, and site staff.
• Maintain complete employee and worker records, including IDs, government requirements, contracts, clearances, and other employment documents.
• Monitor daily attendance, tardiness, absences, overtime, undertime, and manpower deployment.
• Coordinate with the timekeeper and accounting team for payroll preparation and verification.
• Prepare employee contracts, notices, memorandums, warnings, incident reports, and other HR documents.
• Handle employee concerns, disciplinary cases, absenteeism, attendance issues, and violations of company policies.
• Conduct employee orientation regarding company rules, project-site regulations, safety requirements, and proper workplace conduct.
• Coordinate manpower requirements with Project Managers, Engineers, Architects, and Site Supervisors.
• Monitor probationary employees and assist management with performance evaluations and regularization recommendations.
• Process resignations, terminations, clearances, final pay documentation, and employee turnover requirements.
• Maintain updated manpower lists and personnel files for every active project.
• Assist in monitoring worker compliance with PPE, uniforms, IDs, gate passes, and project/HOA regulations.
• Coordinate requirements for workers assigned to private subdivisions, executive villages, and high-end residential projects.
• Maintain confidentiality of employee, payroll, disciplinary, and company information.
• Assist management in implementing company policies consistently across different projects.

Qualifications

• Graduate of BS Psychology, Human Resource Management, Business Administration, or any related course.

• At least 2 years of HR experience, preferably in a construction company, general contractor, subcontractor, engineering, or similar industry.

• Experience handling construction workers and site-based employees is highly preferred.

• Knowledgeable in recruitment, attendance monitoring, employee relations, disciplinary procedures, payroll coordination, and employee documentation.

• Comfortable coordinating with workers, foremen, engineers, architects, supervisors, and management.

• Must be organized, firm, professional, and capable of handling worker-related concerns independently.

• Strong communication and documentation skills.

• Proficient in Microsoft Excel, Word, Google Sheets, or similar applications.

• Willing to visit or report to different construction sites when required.

• Preferably residing in Parañaque, Las Piñas, Muntinlupa, Makati, Pasay, or nearby areas.
