About the role

We are seeking an experienced HSE Construction professional to join PT China Construction Yangtze River Indonesia. This is a full-time position based in West Cikarang, West Java, where you will play a critical role in ensuring the health, safety, and environmental compliance of our construction operations. As HSE Construction Specialist, you will be responsible for developing, implementing, and maintaining comprehensive health, safety, and environmental programmes across all construction sites, protecting our workforce and ensuring regulatory compliance. This position is essential to our commitment to maintaining the highest standards of worker protection and environmental stewardship.

Key responsibilities

• Develop and implement health, safety, and environmental policies, procedures, and guidelines for all construction projects and sites
• Conduct regular site inspections and audits to identify hazards, assess risks, and ensure compliance with HSE regulations and standards
• Investigate accidents, incidents, and near-misses, documenting findings and implementing corrective and preventive actions
• Provide HSE training and induction programmes to all construction staff, contractors, and subcontractors
• Maintain detailed HSE records, documentation, and reports for regulatory submission and internal reporting
• Liaise with local authorities, regulatory bodies, and third-party HSE consultants to ensure full compliance with Indonesian construction and safety regulations
• Monitor and manage health and safety performance metrics, KPIs, and incident reporting systems
• Advise project management teams on HSE-related risks, mitigation strategies, and best practices
• Oversee the management of hazardous materials, waste disposal, and environmental impact assessments on site
• Conduct toolbox talks, safety briefings, and emergency response drills to maintain a safety-conscious workforce culture

What we're looking for

• Diploma or Bachelor's degree in Health and Safety, Environmental Science, Engineering, or a related field
• Minimum 3 - 5 years of professional experience in HSE management within the construction industry
• Strong knowledge of Indonesian construction safety regulations, including SNI (Indonesian National Standards) and OSHA requirements
• Proven experience in developing and implementing HSE management systems and programmes
• Excellent understanding of hazard identification, risk assessment, and hazard control methodologies
• Proficiency in incident investigation, root cause analysis, and corrective action implementation
• Strong communication and presentation skills, with the ability to engage effectively with all levels of staff and management
• Competency in HSE documentation, record-keeping, and regulatory compliance procedures
• Experience with HSE auditing and internal inspection protocols
• Fluency in both English and Indonesian is highly desirable
• Valid HSE certification (such as OHSAS 18001 or ISO 45001) is preferred
