HSE Engineer

Job Purpose

To implement, monitor, and improve health, safety, and environmental standards across factory operations and project sites. The role ensures compliance with UAE regulations, company HSE policies, client requirements, and ISO management system standards while promoting a safe working environment for all employees and subcontractors.

Key Responsibilities

1. HSE Compliance & Risk Management

• Implement and monitor company HSE policies, procedures, and applicable UAE regulations.
• Conduct risk assessments, review RAMS and Job Safety Analyses (JSA), and ensure appropriate control measures are implemented.
• Monitor compliance with permit-to-work systems for high-risk activities.
• Exercise stop-work authority whenever unsafe conditions or practices are identified.

2. Site Safety & Factory Operations

• Conduct regular HSE inspections, site safety walks, and factory safety assessments.
• Monitor machine guarding, lockout/tagout (LOTO), wood dust control, chemical handling, spray-painting operations, and material handling.
• Ensure safe working practices for work at height, scaffolding, lifting operations, electrical work, and temporary works.
• Monitor housekeeping, PPE compliance, fire prevention, and emergency equipment.

3. Incident Investigation & Corrective Actions

• Investigate accidents, incidents, near misses, and unsafe acts.
• Identify root causes and prepare investigation reports.
• Implement and monitor corrective and preventive actions until closure.
• Maintain incident records and monitor HSE performance indicators.

4. HSE Training & Awareness

• Conduct safety inductions, toolbox talks, and regular HSE awareness sessions.
• Ensure employees and subcontractors understand applicable safety procedures.
• Coordinate emergency response training, fire drills, and evacuation exercises.
• Monitor HSE training records and employee competency requirements.

5. ISO & Integrated Management System

• Maintain and improve the Integrated Management System (IMS) in accordance with ISO 9001, ISO 14001, and ISO 45001.
• Conduct internal audits, workplace inspections, and compliance reviews.
• Maintain HSE documentation, procedures, checklists, and audit records.
• Track non-conformities and ensure corrective actions are completed.
• Support external audits, surveillance audits, and management reviews.

6. Environmental Management

• Monitor waste management, recycling, chemical storage, spill prevention, and environmental compliance.
• Ensure proper handling and disposal of wood waste, hazardous waste, and chemicals.
• Identify opportunities to improve environmental performance and reduce workplace risks.

7. Project & Subcontractor Coordination

• Coordinate with project managers, site engineers, production teams, subcontractors, and suppliers to ensure HSE compliance.
• Verify subcontractor HSE documentation, inductions, and safe working practices.
• Ensure compliance with client, consultant, main contractor, and site-specific HSE requirements.
• Monitor heat stress prevention and other weather-related safety controls.

8. Reporting & Documentation

• Prepare monthly HSE reports, inspection reports, audit findings, and incident investigation reports.
• Maintain risk assessments, method statements, permits, emergency plans, and training records.
• Monitor HSE KPIs, including incident rates, near misses, inspections, and corrective action closure.
• Report significant risks, non-compliance, and improvement opportunities to the QHSE Manager.

9. Quality & Continual Improvement

• Support quality inspections, material approvals, inspection and test plans, snagging, and project handover activities.
• Coordinate with relevant departments to address quality and operational issues.
• Recommend improvements to strengthen safety performance, environmental compliance, and operational efficiency.

Educational Qualifications

• Bachelor's degree in Engineering (Industrial, Mechanical, Civil, Environmental, or Occupational Health & Safety) or a related scientific field.
• NEBOSH International General Certificate (IGC) is mandatory.
• Additional NEBOSH Construction, OSHA 30, or equivalent safety qualifications are an advantage, as applicable to the role.
• ISO 9001, ISO 14001, and ISO 45001 Internal Auditor certification is mandatory.

Experience Requirements

• 5–8 years of overall HSE experience.
• Minimum 3 years of experience in joinery, wood manufacturing, construction, or interior fit-out operations.
• Experience in factory and project-site safety management.
• Practical knowledge of ISO management systems, risk assessments, audits, and incident investigations.
• Experience with UAE HSE regulations and applicable local authority requirements.

Required Skills & Competencies

• Strong knowledge of HSE legislation, risk management, and safety procedures.
• Ability to conduct inspections, audits, and incident investigations.
• Good communication, reporting, and training skills.
• Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
• Strong problem-solving, analytical, and organizational skills.
• Ability to coordinate effectively with workers, supervisors, management, and subcontractors.
• Proactive approach to identifying hazards and improving safety standards.

Additional Requirements

• Valid UAE driving licence is mandatory.
• Willingness to travel between the joinery factory and project sites as required.
• Ability to stop unsafe work and enforce HSE standards effectively.
