HSE Executive

Job Overview

We are looking for a proactive and safety-focused HSE Executive to support the implementation, monitoring, and continuous improvement of the Company’s Health, Safety, and Environment (HSE) management system. The role will ensure workplace activities comply with applicable legislation, regulatory requirements, Company procedures, and industry best practices.

The successful candidate will work closely with Operations, Project, Maintenance, contractors, and employees to promote a strong safety culture, identify hazards, monitor compliance, and support effective HSE performance across the Company’s activities.

Key Responsibilities

• Implement and monitor the Company’s Health, Safety and Environment (HSE) policies, procedures, and programs.
• Conduct regular workplace and site safety inspections to identify hazards, unsafe acts, and unsafe conditions.
• Monitor compliance with applicable DOSH requirements, occupational safety and health legislation, environmental requirements, and Company standards.
• Support the preparation and review of Risk Assessments, JSA, HIRARC, Method Statements, and other HSE documentation.
• Monitor compliance with Permit to Work (PTW) requirements and safe work practices.
• Conduct and facilitate toolbox meetings, safety briefings, inductions, and HSE awareness programs.
• Assist in incident, accident, near-miss, and unsafe condition reporting and investigations.
• Monitor corrective and preventive actions and ensure timely close-out of HSE findings.
• Coordinate and support internal, external, client, and regulatory HSE inspections and audits.
• Maintain accurate HSE records, statistics, reports, inspection findings, and training documentation.
• Monitor contractor HSE performance and ensure contractors comply with Company and statutory requirements.
• Support emergency preparedness activities, drills, and response procedures.
• Promote environmental awareness and good environmental practices across operations and project activities.
• Prepare regular HSE performance reports and provide recommendations for improvement to Management.
• Support Continuous Improvement initiatives to strengthen the Company’s HSE culture and performance.
• Perform other duties and responsibilities assigned by Management from time to time.

Minimum Qualifications & Requirements

• Degree in HSE, Occupational Safety & Health, Environmental Management, or a related field, or equivalent qualification; and/or
• Possess a valid Safety and Health Officer (SHO) certificate and/or be registered with DOSH.
• Experience in HSE, occupational safety and health, or a related role will be an advantage.
• Good knowledge of Malaysian occupational safety and health legislation and DOSH requirements.
• Good understanding of HIRARC, JSA, PTW, incident reporting, safety inspections, and risk control.
• Strong communication, coordination, and interpersonal skills.
• Good report writing and documentation skills.
• Proactive, detail-oriented, and committed to maintaining high HSE standards.
• Able to work independently and effectively with employees, contractors, and multidisciplinary teams.
• Willing to travel and work at operational and project sites when required.
