HSE Lead

• Strategic HSE Leadership & Supervision:

Qualifications & Requirements

• Mandatory Qatar Energy Experience: Proven track record and hands-on experience working on Qatar Energy projects.
• Experience Level: Minimum of 5+ years of dedicated HSE experience within Qatar Energy operations/projects.
• Local Hire: Must be locally based in Qatar with immediate availability to join.
• Lead the site HSE team, directing daily field activities and serving as the primary safety liaison with project managers, clients, consultants, and the Qatar Energy Project Management Team.
• Oversee the safe development and execution of operational processes, enforcing strict compliance with company policies and local regulatory standards.
• Permit to Work (PTW) & eCPW Management:
• Direct the end-to-end eCPW process, ensuring timely submittal, review, and approval of permit applications, associated designs, and construction documents in strict accordance with Qatar Energy guidelines.
• Oversee a comprehensive permit tracking system to monitor status, manage extensions, expedite approvals, and ensure strict close-out requirements are met.
• Perform daily sanctioning of eCPW applications and conduct high-level site verifications for compliance.
• Risk Management & Auditing:
• Spearhead the implementation and review of project Job Hazard Analyses (JHAs) and Risk Assessments to identify hazards, evaluate risks, and enforce effective hierarchy of controls.
• Lead internal HSE audits, provide technical documentation, and contribute high-level HSE inputs to HSE Management System Reviews.
• Oversee incident reporting, root-cause investigations, and tracking mechanisms to prevent recurrence.
• Safety Culture & Training Oversight:
• Drive the establishment and continuous improvement of the Qatar Energy safety culture across all construction sites.
• Routinely audit contractor PTW compliance, workforce competency, and safety behaviors at the point of work.
• Oversee the execution of the project Training Plan and competency development initiatives.
• Facilitate clear, proactive communication between contractor execution teams and company safety stakeholders to resolve compliance challenges.
