Core Purpose of the Role

The HSE Manager will independently head, design, and enforce the health, safety, and environmental frameworks at our Rasal plant. The primary objective is to maintain a zero-accident operational culture by effectively managing hazardous chemical reactions, complex chemical manufacturing hazards, statutory compliances, and emergency response infrastructure.

Key Responsibilities

1. Process Safety & Hazard Management

  • Lead and facilitate HAZOP (Hazard and Operability) studies for new plant projects, product changes, and manufacturing line modifications.
  • Conduct quantitative and qualitative risk assessments including HIRA (Hazard Identification and Risk Assessment) and Job Safety Analysis (JSA) for chemical manufacturing lines.
  • Implement critical safety barriers for Hazardous & Exothermic Reactions, tracking Safety Instrumented Systems (SIS), interlocks, and emergency relief devices (rupture disks, safety valves).

2. Operational Control & Work Permit System

  • Own and audit the plant-wide Work Permit Management System covering High-Risk Operations: Hot Work, Confined Space Entry, Work at Height, Electrical Isolation (LOTO), and Cold Work.
  • Conduct mandatory pre-work gas testing (LEL, toxic gas, oxygen levels) for hazardous maintenance routines on chemical reactors and storage tanks.
  • Monitor daily shop-floor compliance, executing the authority to stop any unsafe or unpermitted acts immediately.

3. Fire Fighting & Emergency Management

  • Manage the design, upkeep, and reliability of the plant’s Fire Fighting Systems, including fire hydrant networks, monitors, foam systems, and fire tenders designed for chemical hazards.
  • Update and implement the site On-Site Emergency Plan (OEP) for chemical spills, toxic releases, and plant fires.
  • Organize routine fire-fighting mock drills, toxic gas leak drills, and emergency evacuation exercises for all staff and contractors.

4. Audits & Compliance Management

  • Plan, coordinate, and execute rigorous internal and external Safety and Compliance Audits across all plant manufacturing blocks.
  • Ensure 100% compliance with the Maharashtra Factories Rules, Environmental Protection Act, MPCB (Maharashtra Pollution Control Board) norms, and explosive rules.
  • Coordinate external safety audits, statutory pressure vessel testing (Rule 65), and lifting equipment certifications (Rule 64).

5. Safety Culture & Incident Management

  • Design and execute comprehensive safety training, induction modules, and daily Toolbox Talks to build safety awareness across 200+ chemical plant employees and contractors.
  • Lead investigations for all near-misses, minor, and major incidents using Root Cause Analysis (RCA) techniques.
  • Track plant safety performance metrics (KPIs) like Lagging Indicators (LTIFR) and Leading Indicators (Unsafe Acts/Conditions reported).

Technical & Behavioral Skills Required

  • Deep understanding of chemical properties, Material Safety Data Sheets (MSDS), and handling hazardous solvents/gases.
  • Experience in dealing directly with local statutory authorities (DISH, MPCB).
