Hse Manager

Role & responsibilities

• Lead overall HSE management for highway/road infrastructure construction projects.
• Develop and implement HSE plans, procedures, risk assessments, and safety programs.
• Ensure compliance with IFC Performance Standards, World Bank Group EHS Guidelines, statutory requirements, and project HSE standards.
• Conduct site inspections, HSE audits, safety reviews, and management walkthroughs.
• Manage critical construction risks including traffic management, heavy equipment, lifting, work at height, excavation, electrical works, confined spaces, earthworks, asphalt/concrete works, and fire safety.
• Lead incident/accident investigations, root-cause analysis, and corrective/preventive actions.
• Monitor HSE performance and compliance of contractors and subcontractors.
• Manage emergency preparedness, drills, inductions, toolbox talks, training, and safety campaigns.
• Implement effective road/work-zone traffic safety and temporary traffic diversion systems.
• Monitor HSE KPIs and prepare monthly/quarterly reports for management, lenders, auditors, and stakeholders.
• Promote a strong HSE culture and continuous improvement across all project activities.

Preferred candidate profile

• Engineering Degree/Diploma in Civil, Mechanical, Electrical, or related discipline.
• NEBOSH IGC certification.
• Advanced Diploma in Industrial Safety (ADIS).
• Hands-on HSE experience in highway/road infrastructure construction is mandatory.
• Experience on large-scale highway, expressway, motorway, or road projects preferred.
• Proven experience in contractor HSE management, critical-risk management, incident investigation, audits, emergency preparedness, and statutory compliance.
• Experience with IFC/World Bank or international lender-funded infrastructure projects is highly preferred
