Job Purpose:

To coordinate and monitor the Human Resources budget and workforce costs, ensuring that employee-related expenses, recruitment activities, and manpower requirements are aligned with the company s approved budget and operational plans.

Key Responsibilities:

Prepare, coordinate, and update the HR and Manpower Budget in coordination with Human Resources and other business departments.

Monitor actual headcount against approved manpower positions and identify any variances.

Coordinate and monitor the financial impact of recruitment, promotions, transfers, resignations, and other workforce movements.

Monitor employee-related costs, including salaries, allowances, benefits, recruitment costs, and other HR expenses.

Prepare and analyze Actual vs. Budget and Actual vs. Forecast reports.

Prepare periodic HR cost forecasts and provide explanations for significant budget variances.

Coordinate with the Finance and HR Departments regarding budget preparation, revisions, forecasts, and expenditure monitoring.

Ensure that recruitment and manpower requests have the required budget and position approvals.

Maintain accurate records of approved manpower positions and workforce costs.

Prepare regular management reports covering Headcount, Manpower Costs, Vacancies, Budget Utilization, and Forecasts.

Support Workforce Planning activities and ensure that manpower requirements are aligned with the company s business objectives.

Utilize Excel and HR systems to analyze workforce and budget data and prepare management reports.

Ensure compliance with company policies, procedures, and applicable regulations related to manpower and HR budgeting.

Provide administrative and analytical support to HR management in relation to workforce budgeting and planning.
