HUMAN RESOURCES (HR) HEAD

Tulay sa Pag-unlad, Inc. (A Microfinance NGO) is looking for an experienced HR Head to lead our Human Resources department and drive people strategies that support business growth. You will oversee all HR functions including talent acquisition, employee relations, compliance, compensation & benefits, and organizational development.

This role is ideal for a hands-on HR leader who can balance strategic planning with day-to-day execution.

Key Responsibilities

• Lead and manage the full spectrum of HR: recruitment, onboarding, performance management, Learning and Development, Compensation & Benefits, and employee engagement
• Partner with senior leadership to develop workforce plans and succession strategies
• Ensure compliance with Philippine labor laws, DOLE requirements, and company policies
• Design and implement policies that improve retention, productivity, and company culture
• Manage HR budget, HRIS, and HR team performance
• Handle employee relations, grievances, and labor issues with fairness and confidentiality
• Drive employer branding and culture-building initiatives

Qualifications:

• Graduate of BS in Psychology/Management/Business Administration or Industrial Engineering
• At least 20 years experience with CHRP certification is an advantage
• Solid knowledge of Philippine Labor Code, DOLE mandates, and HR best practices
• Experience in microfinance, rural banking, cooperatives is advantage
• Excellent interpersonal, public relations, and marketing skills
• Exceptional communication (presentation and facilitation)skills, both oral
• Admirable strategic (including budgeting and planning skills) orientation
• Proficient in MS Office applications
