Human Resources Manager

Role Description The Human Resources Manager role at Synergy Ventures is a full-time, on-site position based in Phnom Penh, Cambodia. This role is responsible for overseeing the full HR lifecycle, including talent acquisition, onboarding, performance management, and employee relations across the company’s diverse business units. The Human Resources Manager will design and implement HR policies, ensure compliance with local labor laws, manage payroll and benefits processes, and support workforce planning. Day-to-day tasks include coaching managers on people-related matters, resolving workplace issues, maintaining HR records, and leading initiatives that strengthen organizational culture and engagement. The role also involves partnering with leadership on organizational development, training programs, and change management to support the company’s growth.

Qualifications

• Strong skills in recruitment, talent acquisition, onboarding, and workforce planning.
• Experience in performance management, employee relations, conflict resolution, and HR counseling.
• Knowledge of HR policy development, labor law compliance, payroll administration, and benefits management.
• Ability to design and deliver training, support organizational development, and manage change initiatives.
• Proficiency in HR documentation, data management, and use of HRIS or related HR tools and software.
• Excellent communication, negotiation, and interpersonal skills, with the ability to collaborate across cultures and functions.
• Strong organizational and problem-solving abilities, with attention to detail and confidentiality in handling sensitive information.
• Bachelor’s degree in Human Resources, Business Administration, or a related field; professional HR certification is an advantage.
• Previous experience as an HR Manager or in a senior HR role, preferably within multi-industry or regional organizations.
• Fluency in English; knowledge of Khmer and/or other regional languages is beneficial.
