Human Resources Manager

About the role

We are seeking an experienced Human Resources Manager to join the National Teachers College in Manila City Metro Manila. This is a full-time position that plays a crucial role in shaping and implementing human resources strategies that support the College's mission to develop exceptional educators and leaders.

As Human Resources Manager, you will be responsible for overseeing all aspects of human resources operations, from recruitment and talent development to employee relations and compliance. This role is strategically important to the organisation as it directly impacts our ability to attract, retain and develop the talented professionals who drive our institutional excellence.

Key responsibilities

1. Develop and implement comprehensive HR policies, procedures and best practices aligned with institutional goals and legislative requirements
2. Oversee the full recruitment lifecycle, including job analysis, posting, screening, interviewing and onboarding of staff across all departments
3. Manage employee relations matters, including conflict resolution, grievance handling and disciplinary procedures
4. Coordinate and deliver professional development programmes and training initiatives to build staff capabilities
5. Administer payroll, benefits and compensation programmes in compliance with relevant regulations
6. Maintain comprehensive HR records and ensure confidentiality and data protection compliance
7. Conduct workforce planning and analysis to support organisational growth and succession planning
8. Build strong relationships with departmental heads and senior leadership to provide strategic HR consultation
9. Monitor and evaluate HR performance metrics and recommend improvements to HR processes
10. Ensure compliance with labour laws, employment standards and institutional policies

What we're looking for

1. Bachelor's degree in Human Resources Management, Business Administration or related field
2. Minimum 5 years of professional HR experience, preferably in a management or senior HR role within an educational institution or large organisation
3. Proven expertise in recruitment, employee relations, compensation and benefits administration
4. Strong knowledge of Philippine labour laws and employment regulations
5. Excellent communication and interpersonal skills with the ability to interact effectively at all organisational levels
6. Demonstrated proficiency in HR information systems and Microsoft Office applications
7. Strong analytical and problem-solving capabilities with attention to detail
8. Professional HR certification (such as CHRM or equivalent) is highly desirable
9. Experience in change management and strategic HR planning is preferred
10. Ability to work independently and collaboratively within a team environment
