Human Resources Manager

About the role

The Human Resources Manager is responsible for developing and implementing strategic human resources initiatives aligned with the organization's vision, strategy, and business objectives. This role oversees all aspects of HR operations including workforce planning, recruitment, performance management, training and development, compensation and benefits, employee relations, legal compliance, and HR systems administration.

Key responsibilities

• Develop and implement HR strategy, policies, plans, and objectives aligned with organizational business goals
• Oversee HR department operations to ensure compliance with organizational policies and standards
• Provide advisory support to management and department heads on personnel administration, organizational structure, staffing levels, performance, and labor law matters
• Analyze HR data and prepare HR reports and dashboards to support management planning and decision-making
• Design, analyze, and develop organizational structures appropriate to business strategy and growth
• Establish reporting lines, role clarity, span of control, staffing structure, and departmental responsibilities
• Conduct organizational efficiency analysis and recommend improvements to enhance operational performance and support long-term growth
• Develop short-term and long-term manpower plans and manage staffing levels within budget and organizational requirements
• Create, review, and update job descriptions and position structures aligned with organizational duties, responsibilities, and objectives
• Plan and manage recruitment and selection processes aligned with manpower plans and departmental needs

About you

• Experience in strategic HR management and organizational development
• Knowledge of labor law, employment regulations, and compliance requirements
• Proficiency in HR systems and data analysis
• Experience with performance management systems, KPI development, and competency frameworks
• Experience in recruitment, talent acquisition, and employer branding
• Knowledge of compensation, payroll, and benefits administration
• Experience in employee relations, engagement, and internal communications
• Experience managing foreign worker employment and PDPA compliance
• Budget management and financial analysis capabilities
• Leadership and team management experience
