Human Resources Manager - Talent Attraction & Development (L&D)

1 Year Contract with Singapore Govt, Singaporeans only.

Location: Queenstown

You will be instrumental in strengthening organisational capabilities through learning and career development initiatives, competency-driven growth frameworks, and employee engagement programmes.

Key Responsibilities

Competency-Driven Growth

• Lead the end-to-end development and mapping of job profiles across various divisions, including conducting job analyses to identify role-specific competencies and collaborating closely with business units and HR Business Partners to ensure accurate alignment.
• Partner with key HR stakeholders to integrate competency frameworks into core HR functions, including talent acquisition, learning and development, and career progression initiatives.
• Develop practical tools, guides, and resources to support managers and employees in applying competency frameworks during everyday talent and development discussions.

Leadership Development

• Design, implement, and facilitate leadership development programmes for leaders at all levels, from front-line supervisors to senior management.
• Drive leadership learning initiatives and capability-building interventions, including in-house training programmes, Public Service Division (PSD) milestone programmes, and 360-degree feedback exercises.
• Strengthen organisational leadership capabilities by collaborating with stakeholders to identify capability gaps and implement targeted development solutions to address leadership needs.

Requirements

• Possess at least 8 to 10 years of HR experience, preferably in Learning & Development (L&D) and/or HR Business Partnering roles.
• Prior experience in developing, implementing, or managing competency frameworks and learning initiatives will be an advantage.
• Strong team player with excellent stakeholder management capabilities and the ability to deliver high-quality outcomes in a fast-paced environment with tight timelines.
