The Role:
The Human Resources Project Manager serves as a senior subject matter expert in federal retirement and benefits programs and independently leads high-visibility, mission-critical program activities. The Project Manager will oversee project plans, milestones, deliverables, status reporting, and quality control while recommending and coordinating improvements to business processes, policies, and procedures.
This individual will provide expert counseling and policy guidance; lead complex case resolution; develop training and standard operating procedures; and represent the program in engagements with OPM, other federal agencies, and benefit carriers.

- Provide expert counseling and advisory services to employees, retirees, beneficiaries, managers, and senior leadership, including on highly sensitive, complex, or contested cases.
- Interpret and apply federal laws, regulations, policies, and guidance; prepare policy interpretations, decision papers, and sensitive correspondence.
- Lead the development, update, and implementation of SOPs, policy guidance, and business-process improvements for HR staff.
- Review, resolve, and oversee corrective actions for complex FERCCA cases and related compliance matters.
- Analyze legislative and regulatory changes; recommend enterprise-wide actions and guide implementation.
- Develop and deliver retirement and benefits training, orientations, briefings, and other learning materials for employees and leadership.
- Represent the organization in interagency workgroups and stakeholder engagements with OPM, other federal agencies, and benefit carriers.
- Coordinate the work of assigned staff, as applicable, and ensure deliverables meet customer expectations and planned timelines.
Required Qualifications
- Master’s degree in Human Resources, Business Administration, Public Administration, or a related field.
- At least 10 years of progressive HR experience, including substantial experience leading federal retirement and employee benefits programs.
- Comprehensive knowledge of federal retirement and benefits laws, regulations, and policies, including CSRS, FERS, FEHB, FEGLI, TSP, and FERCCA.
- Demonstrated experience independently managing high-visibility or mission-critical projects and delivering work within established schedules and scope.
- Experience developing project plans, milestones, status reports, SOPs, policy guidance, training materials, and other client deliverables.
- Proven ability to manage complex cases, resolve disputes, recommend practical technical solutions, and improve business processes.
- Strong oral and written communication skills, including the ability to brief senior leadership and represent the organization externally.
- Strong analytical, problem-solving, quality-management, and program-management skills.
- U.S. citizenship is required by contract.
- Ability to obtain and maintain the required DHS background investigation or security clearance.
