Job Summary
We are seeking a detail-oriented, results-driven Human Resources Specialist with deep, hands-on expertise in Saudi Arabian labor regulations and digital government portals. The ideal candidate will take full ownership of our digital HR operations—specifically managing the QIWA platform and liaising with the Ministry of Human Resources and Social Development (MHRSD).
You will ensure that all company HR processes, contract cycles, Saudization (Nitaqat) requirements, and government relations strictly comply with the Saudi Labor Law.
Key Responsibilities
- QIWA & Government Portal Management (Core Focus)
* End-to-End QIWA Operations: Manage all employer dashboard functions on the QIWA platform, including issuing and attesting employment contracts, managing work-contract updates, handling professional/job title amendments, and processing temporary or permanent work transfers.
* MHRSD Compliance & Nitaqat: Closely monitor and manage the company’s Saudization (Nitaqat) brackets, ensuring quotas and compliance indicators on QIWA and MHRSD portals remain optimized.
* Integrated Portal Coordination: Seamlessly coordinate transactions across related Saudi government platforms, including Muqeem, GOSI, Mudad (WPS), and Absher Business.
* Work Visas & Residency (Iqama): Follow up on new work visas, Iqama issuances/renewals, exit/re-entry visas, and final exit procedures in coordination with government relations.
- Employee Lifecycle & Administration
* Onboarding & Offboarding: Manage digital onboarding, contract generation via QIWA, and seamless clearance/offboarding processes.
* Document Control: Maintain up-to-date, confidential personnel records, ensuring timely tracking of contract expirations, Iqamas, and medical insurance.
* HR Correspondence: Issue official company letters, salary certificates, experience letters, and handle disciplinary or warning procedures in alignment with local regulations.
- Labor Law Compliance & Advisory
* Stay up-to-date with continuous updates to the Saudi Labor Law and MHRSD ministerial decrees.
* Advise management and department heads on legal risks, employee rights, leaves, end-of-service benefits, and proper grievance handling.
* Support payroll processing by providing accurate inputs regarding WPS (Wage Protection System via Mudad), attendance, deductions, and leave records.
Requirements & Qualifications
* Education: Bachelor’s degree in Human Resources, Business Administration, Law, or a related field.
* Experience: Minimum 3 to 5 years of dedicated HR operations experience within the Kingdom of Saudi Arabia.
* System Mastery (Crucial): Proven, advanced, hands-on experience navigating and executing transactions on the QIWA platform and dealing directly with MHRSD (Ministry of Human Resources and Social Development) regulations.
* Multi-Portal Literacy: Strong working proficiency in Muqeem, GOSI, and Mudad.
* Regulatory Knowledge: Deep understanding of the Saudi Labor Law, Nitaqat guidelines, and local immigration/visa procedures.
* Language Skills: Professional proficiency in both Arabic and English (written and spoken) is mandatory for drafting local documents and communicating with authorities.
* Competencies: High level of accuracy, strong organizational skills, time management, and strict discretion regarding confidential information.
