IBM Apptio Architect

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

EOTSS seeking to hire an IBM Apptio Architect consultant who will be primarily responsible for gathering business, financial, and technology requirements and design Apptio solutions that meet those requirements. The contractor is responsible for developing Apptio architecture designs, data models, allocation methodologies, calculations, business rules, dashboards, reports, and platform recommendations; performing cost-benefit analysis and supporting IT financial management initiatives; promoting standard Technology Business Management (TBM) and development methodologies; and communicating system requirements, financial models, and application designs to team members and stakeholders.

The contractor will serve as a hands-on technical resource supporting the Apptio Financial Management Platform, including Costing, Planning, and TBM Studio modules. Responsibilities include designing, building, and maintaining Apptio models and allocations; configuring and enhancing dashboards, reports, and user interfaces; importing, transforming, validating, and reconciling data from multiple systems of record such as General Ledger, ServiceNow, Asset Management, Procurement, and Cloud platforms; operationalizing recurring data load and certification processes; supporting planning and forecasting activities including cost driver modeling, scenario analysis, and variance analysis; and contributing to continuous improvement of platform performance, data quality, and model design.

The contractor will partner closely with Finance, Technology, and Business Units to translate business and financial requirements into scalable Apptio solutions. Additional responsibilities include providing technical guidance and subject matter expertise on Apptio best practices, supporting Agile delivery activities including backlog refinement, sprint execution, and release management, and ensuring compliance with organizational data governance, auditability, and reporting standards.

The primary work location for this position is One Ashburton Place, Boston, MA 02108 . This is a full-time contract-based opportunity, with a schedule of up to 37.50 hours per week. The position follows a hybrid work model , with a combination of in-office and remote work based on operational needs.

Minimum Qualifications:

• Three (3) or more years of relevant experience implementing, administering, or supporting Apptio solutions, financial systems, analytics platforms, or technology financial management programs.
• Hands-on experience configuring, developing, and supporting Apptio Costing, Planning, and TBM Studio modules.
• Strong understanding of Technology Business Management (TBM) concepts, IT financial management principles, and cost transparency practices.
• Proven ability to model complex financial and operational data within the Apptio platform.
• Experience designing and implementing data integration solutions, including APIs, DataLink, and data transformation processes.
• Strong quantitative, analytical, and problem-solving skills with the ability to analyze large, complex datasets and provide actionable insights.
• Working knowledge of relational database concepts, data management practices, and integration patterns.
• Ability to communicate technical and financial concepts effectively to both technical and non-technical stakeholders.
• Strong organizational skills with the ability to manage multiple priorities and deliverables in a fast-paced environment.

Preferred Qualifications:

• Experience with cloud financial management, FinOps practices, and cloud cost optimization initiatives.
• Knowledge of IT infrastructure and service domains, including cloud services, data centers, networks, applications, and end-user computing.
• Experience with scripting, automation, reporting, and analytics solutions supporting financial management processes.
• Prior experience supporting large enterprise or financial services organizations.
• Relevant certifications such as Apptio Certified Professional, TBM Executive Foundation, FinOps Certified Practitioner, Agile, or related credentials.
