Infrastructure Engineer (Supervisor/Manager)

About the role

An experienced project and engineering management professional role on a full-time, site-based position in Timor-Leste. The role involves taking overall responsibility for a large-scale commercial complex project currently at a critical stage involving business planning, legal and regulatory matters, commercial strategy, and conceptual/design development.

Key responsibilities

• Responsible for full-process on-site construction management of Timor-Leste municipal roads, drainage networks, traffic lighting, commercial pedestrian street civil works and supporting works
• Coordinate on-site progress, quality, safety, civilized construction, and local labor management; formulate construction plans, milestone plans, and resource plans
• Responsible for drawing review, technical disclosure, and implementation of special construction plans; handle on-site construction technical issues, coordination of cross-operations, and work sequence coordination
• Manage on-site general contractors and subcontractors, incoming inspection of materials and equipment, work process inspections, and concealed work inspections; implement quality and safety controls
• Liaise with local communities, local labor, supervisors, and government authorities; coordinate the on-site construction environment, work stoppage issues, and local affairs
• Responsible for construction logs, document submission for inspection, progress reporting, and closed-loop rectification, ensuring timely, quality, and safe project delivery

About you

• Bachelor's degree or above, majoring in civil engineering, road and bridge engineering, engineering management, or related fields
• More than 10 years of on-site construction management experience
• Proficient in municipal road and civil construction techniques, familiar with construction site management models
• Possess on-site coordination, problem-solving, and multi-party coordination capabilities; able to manage local labor and subcontracting teams
• Southeast Asian/overseas infrastructure project experience preferred
• Able to endure hardship, strong execution capability, and able to work in Timor-Leste for the long term
