This position offers an exciting opportunity to play a key role within the Owner's Team, delivering critical resettlement villages, workforce accommodation facilities, and camp infrastructure that will support one of the region's most significant mining developments.

Role Overview

Reporting to the Project Director , the Infrastructure Manager will be responsible for managing the design, procurement, construction, commissioning, and handover of resettlement villages, permanent operations accommodation, and contractor camp facilities at the Dugbe Project in Liberia.

The successful candidate will coordinate contractors, consultants, engineers, and project stakeholders to ensure infrastructure is delivered safely, efficiently, on schedule, within budget, and in compliance with environmental and social commitments. The role also includes planning the progressive expansion of workforce accommodation and establishing systems for effective camp operations and services.

  • Manage architects, engineers, consultants, and contractors across multiple concurrent work fronts.
  • Develop scopes of work, tender packages, budgets, schedules, and execution plans for infrastructure projects.
  • Lead contractor procurement activities, technical evaluations, and contractor selection processes.
  • Ensure workforce accommodation capacity is expanded in line with construction schedules and workforce mobilisation requirements.
  • Monitor project budgets, forecasts, contractor performance, progress claims, variations, and commercial risks.
  • Integrate infrastructure design, procurement, construction, commissioning, and handover activities with the overall project schedule.
  • Establish and maintain quality assurance, inspection, testing, commissioning, and handover processes.
  • Develop camp operating procedures and manage the mobilisation and performance of camp services contractors.
  • Provide strong leadership in health, safety, environmental, and quality management across all assigned activities.
  • Support the training, mentoring, and development of Liberian employees and contractors through coaching and knowledge transfer.

Candidate Profile

Education

  • Degree in Civil Engineering, Construction Management, Building, Project Management, or a related discipline preferred.
  • Candidates with extensive relevant senior-level infrastructure and construction management experience may also be considered.
  • Additional qualifications in Occupational Health & Safety, Contractor Management, Construction Management, or Project Controls will be highly regarded.

  • Demonstrated success managing projects from design and procurement through construction, commissioning, and handover.
  • Extensive experience managing contractors, consultants, multidisciplinary interfaces, and project performance across safety, schedule, quality, and cost.
  • Experience in remote or developing-country environments is required; previous experience in Africa, particularly West Africa, is highly desirable.
  • Experience with mining projects, workforce accommodation, resettlement infrastructure, and international environmental and social standards is highly desirable.

Skills & Competencies

  • Strong knowledge of accommodation villages, community housing, permanent camps, and associated civil infrastructure.

  • Strong safety leadership and risk management capability.
  • Excellent communication, organisational, and problem-solving skills.
  • Ability to lead effectively in culturally diverse and remote-site environments.
  • Commitment to mentoring and developing national personnel while maintaining high standards of safety, quality, and environmental performance.
