What they need

Instrumentation (Extra-Low Voltage) Engineer

Location: Praia / Santiago Island, Cape Verde

Type: Project Contract

Our client is a leading international engineering and project services company, delivering large-scale infrastructure and development projects across global markets.

We are delivering the Water Supply System Development Project in Santiago Island, Cape Verde. The project encompasses the construction of comprehensive water infrastructure and is being executed under a FIDIC contract framework, involving cross-national team collaboration, rigorous adherence to international engineering standards, and extensive management of the local workforce.

We are seeking an experienced and motivated Instrumentation (Extra-Low Voltage) Engineer to join our onsite project team. Reporting directly to the QA/QC Manager, the successful candidate will play a key role in ensuring the quality, compliance, and reliability of instrumentation and control systems, overseeing equipment inspections, installation quality, calibration, testing, and commissioning verification in accordance with project specifications and applicable international engineering standards.

Key Responsibilities:

  • Implement quality requirements for instrumentation and control works in accordance with the Project Quality Plan, approved drawings, technical specifications, applicable standards, and manufacturers’ instructions.
  • Review Inspection and Test Plans (ITPs), method statements, and testing procedures to ensure compliance with project quality requirements.
  • Inspect incoming instruments, analysers, control panels, cables, and associated accessories to verify compliance with approved material submittals and project specifications.
  • Verify calibration certificates, material certificates, and specified equipment protection ratings, ensuring all instrumentation materials and equipment meet project requirements.
  • Prepare Material Inspection Requests (MIRs) and identify and report discrepancies or quality issues.
  • Inspect instrumentation installation works, including instrument mounting, process connections, impulse tubing, cable routing, termination, earthing, and instrument identification.
  • Verify installations against approved layouts, hook-up drawings, wiring diagrams, technical specifications, and manufacturers’ requirements.
  • Witness instrument calibration, cable continuity and insulation resistance tests, loop checks, and functional testing to ensure compliance with approved procedures.
  • Verify PLC/SCADA signal mapping, alarms, interlocks, and control sequences against approved design documentation.
  • Review calibration records, loop test sheets, and functional test results to confirm compliance with acceptance criteria.
  • Coordinate inspections and hold and witness points with construction teams, subcontractors, and the Engineer / Consultant.
  • Prepare Work Inspection Requests (WIRs) and ensure all required inspections are completed and approved before subsequent activities proceed.
  • Identify and document quality deficiencies, follow up on Non-Conformance Reports (NCRs), and verify the implementation of corrective actions.
  • Monitor punch list activities and ensure outstanding instrumentation and control issues are resolved before commissioning and handover.
  • Maintain accurate inspection records, calibration certificates, loop test sheets, functional test reports, and instrument traceability documentation.
  • Verify that as-built drawings and associated documentation accurately reflect the inspected installation.
  • Compile instrumentation quality dossiers and supporting documentation required for commissioning, project completion, and final handover.
  • Work closely with QA/QC, construction, and engineering teams to resolve instrumentation-related quality issues and support successful project delivery.

What We’re Looking For:

  • Bachelor's degree or above in Electrical Engineering, Automation, Electronic Engineering, Telecommunications, or a related technical discipline.
  • Minimum 3–5 years' experience in instrumentation engineering, instrumentation quality control, or SCADA system implementation, preferably on overseas EPC projects.
  • Strong technical understanding of instrumentation and control systems, including installation, calibration, testing, and commissioning procedures.
  • Experience inspecting instrumentation equipment, control panels, cabling, and associated extra-low voltage systems.
  • Good understanding of PLC/SCADA systems, signal mapping, loop checks, alarms, interlocks, and functional testing.
  • Familiarity with industry-standard instrumentation equipment and communication protocols, including Modbus, Profibus, and Ethernet/IP.
  • Proficiency in AutoCAD and the ability to interpret engineering drawings, wiring diagrams, instrument layouts, and technical specifications.
  • Strong knowledge of Inspection and Test Plans (ITPs), material inspection procedures, Non-Conformance Reports (NCRs), and quality documentation requirements.
  • Experience working on water treatment plants, pump stations, pipeline systems, or infrastructure automation projects is highly preferred.
  • Proficient in Portuguese and English, with the ability to communicate effectively with the Engineer / Consultant, local subcontractors, suppliers, and government departments.
  • Strong hands-on troubleshooting, analytical, and problem-solving skills, with a high level of responsibility and attention to detail.
  • Adaptable and capable of working effectively within a demanding, multicultural construction environment and under tight project schedules.

Desirable Experience:

  • Previous experience working on water supply, water treatment, pumping station, pipeline, or utilities infrastructure projects.
  • Experience with instrumentation and control systems within international EPC or FIDIC project environments.
  • Familiarity with PLC/SCADA integration, industrial communication protocols, and instrumentation commissioning.
  • Experience preparing instrumentation quality dossiers, calibration records, loop test documentation, and commissioning handover packages.
