What they need
Job Title: Insurance & CHIPS Act Data Coordinator, Project Control Team
About the Role:
Samsung E&C America, Inc. is a leader in high-tech engineering and construction, specializing in complex, large-scale industrial projects—including state-of-the-art semiconductor facilities—that define the future of infrastructure in Texas and beyond. Our commitment to excellence, innovation, and global standards makes us a premier destination for top-tier professionals looking to drive large-scale industrial success.
We are seeking a highly detail-driven, proactive, and meticulous Insurance and Compliance Coordinator to join our Project Controls team at our massive semiconductor foundry construction project in Taylor, Texas.
Sitting within the Prime Contractor’s Project Control department on the semiconductor project, this support and coordination role centers on comprehensive data management, analytical problem-solving, and cross-functional coordination. Serving as the primary checkpoint between Tier-1 subcontractors, the Client (Owner), and internal departments, you will work side-by-side with Risk Managers, Safety Teams, Construction Managers, and Cost Managers to ensure every subcontractor hitting the field is cleared, covered, and compliant under our project insurance (OCIP) and federal CHIPS Act rules. Full training on project-specific systems and compliance frameworks will be provided; we are seeking analytical, growth-minded candidates who are eager to learn complex project concepts, apply critical thinking to resolve data discrepancies, and continuously improve our tracking workflows.
Key Responsibilities:
Sitting within the Prime Contractor’s Project Control department on the Taylor FAB2 semiconductor project, this support and coordination role centers on comprehensive data management, analytical problem-solving, and cross-functional coordination.
1. Cross-Functional & Client Coordination
- Tier-1 Subcontractor Management: Act as the primary point of contact for Tier-1 subcontractors to collect, verify, and troubleshoot required mobilization, payroll, employee rosters, safety records, and compliance documentation.
- Construction & Project Control Alignment: Coordinate daily with Construction Managers and Project Control teams to verify that each enrolled subcontractor's employees are properly covered prior to on-site mobilization, and reconcile monthly labor and cost data.
- Safety & Incident Reporting Coordination: Work closely with the Safety team to track and coordinate OCIP incident reporting obligations, ensuring all on-site injuries, property damage events, and near-misses are logged and reported to the OCIP carrier within required timeframes.
- Client, Broker & Carrier Interface: Liaise regularly with the Client, the Owner's insurance broker, OCIP administrators, and insurance carriers to investigate data mismatches, resolve coverage gaps or enrollment errors, and fulfill reporting requirements.
- OCIP (Insurance Program) Data Management
- End-to-End Enrollment Lifecycle: Manage the OCIP tracking process for all Tier-1 and lower-tier subcontractor firms from initial enrollment and pre-mobilization coverage verification through final de-enrollment and closeout upon scope completion.
- Documentation & Dataset Auditing: Collect, review, and maintain monthly subcontractor datasets and required OCIP documentation, including enrollment applications, payroll reports, employee rosters, safety records, and Certificates of Insurance (COIs).
- Payroll Reconciliation & Carrier Audits: Apply analytical skills in MS Excel to reconcile monthly reported payroll figures against subcontractor submissions, Project Control cost logs, and broker records. Identify the root cause of discrepancies and prepare monthly OCIP payroll audit reports for submission to the insurance carrier.
- Live Enrollment Register: Maintain and continuously refine the master OCIP enrollment register and mobilization/demobilization trackers as a live document, updating it with every contractor entry or exit across all subcontract packages.
- COI, Bonding & Risk Administration
- OCIP Exclusion Tracking: Identify scopes of work or contractors that fall outside of OCIP coverage, manage the exclusion tracking log, and verify that appropriate separate insurance is in place prior to site access.
- COI & Endorsement Review: Critically review non-enrolled and off-site Tier-1 subcontractor Certificates of Insurance (COIs) and policy endorsements against established project criteria prior to mobilization.
- Bond & Expiration Management: Manage master tracking logs for COI and bond (Performance, Payment, etc.) expiration dates, issuing 30 to 60-day advance renewal notices to prevent coverage lapses.
- Risk Management & On-Site Survey Support: Support the Risk Manager with data analysis and compilation for project-specific coverage items and special insurance requests, and participate in occasional on-site field walks to support insurance risk surveys or Client and carrier site inspections.
- CHIPS Act & Certified Payroll Compliance Support
- LCPtracker Enrollment & Pre-Mobilization Setup: Coordinate with the Owner's third-party compliance administrator and Tier-1 subcontractor compliance contacts prior to mobilization to ensure all contractors are registered and active in LCPtracker before starting work on site. Verify that profiles are complete and accurate (company info, trade classifications, wage determinations, and project settings), resolving setup errors and platform access/permission issues prior to the first certified payroll cycle.
- Multi-Tier Cascade & Register Maintenance: Maintain the live LCPtracker contractor enrollment register across all subcontract packages, updating it with every new subcontractor award or substitution as a mandatory onboarding prerequisite. Ensure Tier-1 subcontractors cascade lower-tier subcontractors into the system within required timeframes after subcontract execution, and actively chase overdue sub-tier registrations.
- Third-Party Compliance Monitoring: Monitor the Owner's third-party compliance administrator's progress in collecting and reviewing certified payroll reports, Davis-Bacon Act (DBA) prevailing wage logs, CHIPS Act workforce reports, domestic content certifications, and Foreign Entity of Concern (FEOC) declarations across all active contractor tiers.
- Liaison & Bottleneck Resolution: Serve as the day-to-day bridge between the Owner's third-party compliance administrator, subcontractor compliance contacts, and internal Compliance Management to clear system flags, catch compliance risks early, and keep information flowing without bottlenecks.
- Contractor Follow-Up & Formal Notice Coordination: Chase overdue or non-compliant submissions by issuing written follow-up reminders to Tier-1 and lower-tier subcontractor contacts. Coordinate with the Contract Manager to issue formal written notices for repeated or material non-compliance, and maintain a live non-compliance tracking log detailing the contractor name, outstanding item, notice date, response deadline, and resolution status.
- Database Maintenance & Process Improvement
- Document Control: Maintain organized, audit-ready compliance databases and document control logs within the central project system.
- Proactively identify inefficiencies in current data collection or tracking methods and build practical improvements—using Excel Macros (VBA), Power Query, automated templates, or dashboard tools—to cut down manual data entry and streamline reporting.
- Leadership Reporting: Compile weekly data summaries and status reports for Project Control leadership, detailing mobilization metrics, payroll reconciliation statuses, and pending compliance items.
Qualifications
- Education: Bachelor's degree in Engineering, Construction Management, Finance, Risk Management, Business Administration, Data Analytics, or a related analytical/STEM discipline.
- Experience: 2 to 3 years of total professional experience (including internships or entry-level roles in project control, data analysis, or field support). Around 1 year of exposure to insurance (OCIP), CHIPS Act compliance, contract administration, or project data tracking is preferred.
- Core Profile (Analytical & Growth Mindset): We are looking for critical thinkers and proactive problem-solvers with strong data management habits. Prior expertise in OCIP or the CHIPS Act is not required; however, candidates must demonstrate a strong willingness to learn new concepts, apply them directly to daily workflows, and continuously seek ways to improve both their own skills and team processes.
- Baseline Knowledge: Fundamental understanding of commercial insurance documents (such as COIs), basic contract compliance, or construction project administration.
- Technical Skills: Advanced proficiency in MS Excel is required (managing large datasets, performing data reconciliation, and utilizing XLOOKUP/VLOOKUP and Pivot Tables). Familiarity with Construction Management Software, LCPtracker, or Risk Management Information System (RMIS) portals is advantageous.
- Language: Bilingual proficiency in Korean and English is preferred to support both internal reporting and external communication with Tier-1 subcontractors and Client representatives.
- Execution & Deadline Management: Strong attention to detail and deadline discipline—missed certificate renewals, payroll flags, or enrollment lapses carry direct legal and financial consequences.
Key Notes and Requirements
- Analytical Thinking & Data Management "Top Priority": Must possess strong critical thinking skills to cross-check large volumes of payroll, cost, and compliance data across Tier-1 subcontractors, spot anomalies, and solve data mismatches independently.
- Willingness to Learn & Apply Concepts "Top Priority": We want candidates who actively absorb training on Prime Contractor procedures, OCIP, and CHIPS Act rules, and immediately apply those concepts to solve real project challenges.
- Drive for Continuous Improvement "Required": Rather than just entering data mechanically, the ideal candidate looks for ways to make trackers cleaner, workflows faster, and reporting more accurate.
- Effective Cross-Team Problem Solving "Required": Must communicate clearly and professionally while troubleshooting pending deliverables with Tier-1 subcontractors, Construction, Safety, Project Control, and Client teams.
- Data Automation & Analytics Skills "Strong Advantage / Fast-Track": Candidates who bring hands-on skills in Excel Macros (VBA), Power Query, Power BI, Power Automate, or basic scripting (SQL/Python) to automate manual payroll audits, clean messy subcontractor datasets, and build automated compliance dashboards are the most likely to be selected.
- Adaptability Over Tenure "Preferred": Preference is given to sharp, adaptable junior candidates with strong analytical logic and a hunger to grow over senior candidates who are rigid or resistant to new processes.
- 1+ Year of Basic Insurance, OCIP, or CHIPS Act Compliance Exposure "Preferred": Sufficient foundational exposure to understand basic terms and concepts such as OCIP, COI, endorsement, deductible, CHIPS Act (DBA) requirements, or certified payroll.
※ This is a detail-intensive, deadline-driven data and coordination role—candidates with strong organizational systems, proactive follow-up habits, and an analytical compliance mindset are prioritized over those with purely field-supervision backgrounds.
