What they need

Integrated Outcomes Unit Manager

About the role

Tongan Health Society (THS) is strengthening its management structure as both its clinical and non-clinical services continue to grow. A senior Integrated Outcomes Unit (IOU) Manager role will provide dedicated leadership to the non-health and social-service portfolio. Reporting directly to the CEO and joining the Senior Management Team, you will lead the people, contracts, systems and performance of the IOU. This is a hands-on senior management role for someone who can move comfortably between strategy, staff leadership, contract obligations, budgets, data, community relationships and the everyday realities of service delivery.

Your portfolio will include MSD Family Violence contract – Other Responses for People Experiencing Family Violence; MSD He Poutama Rangatahi – Langimālie Youth Employment Pathways (2026–2029); Whānau Ora Navigator services, including Targeted Support Services and Community-Based Capability Building; and other non-clinical social-service, youth, employment and community-outcomes programmes assigned to the IOU.

Key responsibilities

  • Lead and develop a multidisciplinary team including team leads, social-service staff, navigators and youth/employment pathway staff
  • Turn contractual requirements into clear operational plans, measures, workflows and staff accountabilities
  • Keep every assigned service audit-ready, with strong case-file quality, supervision evidence, reporting and corrective-action processes
  • Ensure funder reports, contract measures and financial information are accurate, complete and on time
  • Oversee HPR enrolment, work-readiness, placement and sustainable 91-day outcomes, together with post-placement support and required evidence
  • Ensure strong Whānau Ora/TSS/CBCB assessment, whānau planning, navigator engagement, review and outcome processes
  • Work with the Social Work Team Lead to maintain strong professional practice and supervision for registered social workers while providing operational and line-management oversight
  • Work closely with THS Clinical Services where participants need clinical input, referral or escalation, while respecting clinical governance and scopes of practice
  • Manage budgets and resources with the Finance Manager and identify risks early
  • Build productive relationships with funders, employers, training providers, schools, churches and community partners

About you

  • A relevant Bachelor's degree or higher qualification in health/service management, social work, social services, public health, community development, management, business/public administration or a related discipline
  • At least five years' management experience leading teams in the health and social-services sector
  • Experience managing government-funded or community-service contracts and understanding of performance measures, audits, reporting, budgets and accountability
  • Comfortable leading experienced staff, having constructive performance conversations and creating clarity where responsibilities overlap
  • Understanding of Te Tiriti o Waitangi and ability to demonstrate how partnership, participation, protection, cultural values, mana-enhancing practice and equity translate into day-to-day management
  • Strong cultural capability and experience working with Māori and Pacific communities
  • Organised, financially and data literate, responsive and known for following things through to completion
  • Able to operate at senior-management level while remaining visible and accessible to frontline staff

Why join THS?

  • A genuine senior leadership role reporting directly to the CEO.
  • The opportunity to shape a dedicated Integrated Outcomes Unit and strengthen services across social support, Whānau Ora and youth employment.
  • A role with direct community impact and clear accountability for outcomes.
  • A collaborative environment spanning primary care, clinical services, social services, research and community programmes.
  • The opportunity to work in a Pacific-led organisation with longstanding community relationships and a strong focus on equity.

To apply

Please apply through SEEK with your CV and a cover letter outlining your senior management experience, the teams and contracts you have led, and your approach to culturally responsive and equitable service delivery.

THS is committed to safe recruitment. Appointment will be subject to satisfactory reference, identity, eligibility-to-work and any role-relevant safety or background checks.
