At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well-being and quality of life for all Minnesotans. The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.

The Internal Systems Analyst serves as the agency’s primary resource for business systems configuration, user support, business analysis, and technology project coordination. Working with agency staff, leadership, vendors, and Minnesota IT Services (MN.IT), the incumbent translates business needs into practical system solutions, configures workflows and features, troubleshoots issues, and coordinates system enhancements to support reliable operations across licensing, enforcement, and financial processing systems.

The role coordinates technology initiatives from planning through implementation, including requirements gathering, documentation, testing, and vendor collaboration. Through user support, training, and continuous improvement, the incumbent helps ensure systems meet business needs, streamline workflows, and provide effective, reliable service delivery while maintaining operational integrity and accountability.

This position is eligible for a hybrid telework arrangement. With a telework agreement, onsite attendance will be required for team members or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details.

Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

  • Two years of experience with business systems administration, workflow configuration, operational support processes, data management, or related business systems work.
  • Ability to gather, interpret, and document business needs and translate them into functional system requirements, workflow configurations, or practical technology solutions.
  • Ability to troubleshoot system and user issues, identify potential solutions, and coordinate resolution with vendors, MN.IT, and other stakeholders.
  • Ability to communicate technical information clearly to non-technical audiences through customer support, training, documentation, and user guidance.
  • Strong organizational, customer service, and interpersonal skills.
  • Ability to coordinate activities, manage multiple priorities, and work independently.
  • Ability to test system changes, validating results, document issues, and support the implementation of system enhancements.

Preferred Qualifications

  • Experience configuring business systems, including workflows, system rules, or other features through administrative or low-code configuration tools.
  • Experience coordinating technology implementation projects, including tracking activities, timelines, deliverables, risks, and stakeholder communications.
  • Experience gathering and documenting business requirements and coordinating with vendors, technical staff, and end users to develop or implement system enhancements.
  • Experience providing user support, developing system documentation, creating training materials, or delivering training to non-technical audiences.
  • Knowledge of business process improvement methods and the ability to identify opportunities to improve system functionality, workflow efficiency, and user experience.
  • Knowledge of financial transaction processing, reconciliation practices, audit support activities, and internal controls related to payment systems and reporting.
  • Ability to maintain confidentiality of sensitive information.

Additional Requirements Successful applicants must pass a criminal background check through American DataBank and employment reference checks prior to employment. A criminal history does not automatically disqualify an applicant, and each case will be reviewed individually in alignment with fair hiring processes.
